HomeMy WebLinkAbout1975-03-18 Board of Selectmen MinutesMARCH 18 1975 The Board of Selectmen held their regular meeting on this date with all members prese~,~ Selectmen Joseph A. Guthrie, Thomas J. McEVoy with Chairman John F. Coady presiding. The warrant and minutes were approved as submitted. TG~N GARAGE FACILITY: Addendum submitted by Eric Brainard was signed by the Board of Selectmen and bid ad, submitt- ed by the Committee approved. Ad for bids will be published on Narch 21 and 28th. 1600 BURYING GROUND: Letter from J. Borgesi received advising the Board that, with the cooperation of the Tree Dept. and CE~A employees, the cemetery area will be, cleared of brush and overgrowth. He stated that the P~blic Works dept. would continue to maintain this area to the best of their ability and would work with any group interested in maintaining and preserving the historic landmark. CONSERVATION COMM..RESIGNATION: Letter from Pat Trembly, Conservation Commission Chairman, advised the. Board that member Frank Lewis had resigned from the Commission and requested the Commission meet with the Selectmen to appoint, preferably, an Associate Member to fill vacancy on Narch 24, at 7:15 p.m. The Board referred the letter to Town Counsel bo determine whether the Board were the authority to appoint members of the Commission or if the authority extended to ~he Con- servation Commission. WAVERLY ROAD HOUSING: Letter from Town Counsel stated that the Selectmen could not or did not have to do anything concerning Notice of Intent filed by the Archdiocese Housing at this time as they had not been granted its permit to construct th~ project in question as yet. He would be in touch with Selectmen if anything further developed in the pending controversy. TOPICS HEARING: Notice received from Conservation Chairman that a hearing would be held on March 19, 1975, at 7:30 p.m. in the Fire Station on Topics locations, Chickering Rd., Osgood St., Rte. 125, Peters St., Andover By-Pass. The Board will be represented by Selectman Guthrie. GREEN BERETS: Permit requested by the C.I.P. Green Berets to conduct their annual Tag Day on March 21 - w~s granted by the Board. Chief Lawlor will be so notified. COUNTY PC~ERS RE HIGHWAYS: Letter received from County Engineer, James Carlin~ concerned proposed legislation that, if passed, would transfer powers and duties of the counties relating to highways to the Mass. Dept. of Public Works and the transfer of county engineering department personnel, plans, papers and records to the same department. The Board voted to refer letter to' the Highway Surveyor for his comments and recommendations. RT. il4 !NPROV~NENTS: Letter from County Planner, T. O'Leary, suggested an Ad Hoc Comnittee be formed from surreua ding conmmnities to expedite Rt. ll4 improvements. The Hoard appointed Selectman McEvoy and Chief Lawlor =o represent the town on the Ad Hoc Committee. County Planner will be so noti- fied. Chief Lawlor requests meeting with the Board on Rt. ll4 on March 24. 208 M~NDING P~0GRAM: Letter sent to Chairman Coady from Merrimack Vs~I ey Planning Board re 208 itumiing program. Paul Lamprey of the Planning Board wil~ be requested to attend meeting on March 24, at § p.m to ~Liscuss the subject matter. WAR~ OPENING & CLOSING: The Selectmen opened the warrant at ~8:00 p.m. to insert Article for the disposal of a of land on Second St. to be sold to Sheila and Vincent Landers. Warrant closed at 8:01 p.m. RECEIVED: l~?11etin from Mass. Selectmen's Association on Senate Bill 419 and House Bill 3270 re School budgets. Bill would provide an amendment to allow town meetings ~o reduce school Summary of Essex County Advisory Board on proposed EssexCounty Budget. List of nominees of Directors of Gr. Law. Chamber of Commerce. Chairman authorized to cast ballots. SCARLET KNIGHT SUNDAY: The Board voted to declare Sunday, March 23, as "Scarlet Knight Sunday" when bumper stickers will be sold from house to house to raise money for the team. V.F.W. COLOR GUARD COMMENDATION: The Board voted to send letter of commendation to the V.F.W. color guard for receiving the first prize in the St. Patrick's Day Parade last Sunday.
