The Board of Selectmen held their regular meeting on this date with .t~ members present;
Joseph A. Guthrie, Acting Licensing Chairman in the absence of Thomas J. McEvoy who was ill,
and Chairman John F. Coady presiding. The warrant and minutes were approved as submitted.
JUROR:
James Yule, Sr., 41 Marblehead St., was drawn for jury duty, at Salem, for Nay 5 Sitting.
M~ORANDUM OF AGREemEnt:
The Board executed an annual Memorandum of Agreement (in duplicate) for the maintenance
of streets. Two copies will be sent to District Dept. of Public Works.
FIRN~A~' S CO~ RACT:
After officers of the Firefighters union reviewed the Contract between them and the town
of NOrth Andover, it was signed by said officials and Chairman Coady. i copy was given to
R. Kulpinski for the Advisory Board and sent, upon request, to the Town Manager of Hudson,
Mass. Selectman Guthrie praised the efforts of Chairman Coady and the contznuons amount of
time he expended with the firemen to expedite the Contract.
PROCLAMATION:
Proclamation signed by the Board proclaiming May 1, i975, "Ail Sports Day."
directed to place copies of Proclamation in conspicuous places in town.

BIC~TE~IAL:
Letter from Peter V.Ressiter, Chairman of the Bicentennial Committee, advised the Board
that North Andover's Bicentennial Weekend will take p!ace on July 5thand 6th. Mr. BOss-
iter stated the big Parade will start at l0 a.m. on July 5, Saturday, and invited all
. toxmofficials' to participate with Colonial dress optional. Copies will be sent to all
town departments, and a letter to Mr. Ressiter.
PETITIONS:
Petition approved to excavate on Brentwood Circle to install gas service.
Petition approved for a joint pole relocation on Salem Street. No hearing necessary.
CETA POSITIOI~ RE,JESTED:
Letters received from Thomas Leavitt and BonaldBuma requesting CE~aemployee aid in the
Textile Maseum and reconstruction of the Stevens-Coolidge Place. A letter will be sent to
both parties advising that if the town is allotted anymore slots in the future, they will
submit their job requests.
BOXFORDPOLICE DEPT. COMMENDATION:
Letter received from Chief Lawlor requesting Board to send letter of commendation of the
Boxford PoliceDept. to the Boxford Selectmen for the cooperative efforttheyhave shown
in the past and in a recent capture of armed house breakers. The Selectmen so voted to
send letter enclosing copy of Chief Lawlor's letter.
BOY SCOUT TROOPS 81 & 82:
At the request of D. McBobbie, ScoutMaster of Troop 81~ the Board granted them permission
to use the Town Forest Picnic area. for the family chicken barbecue in celebration of the
Troop's 50thAnniversary. Troop 82will be pez=,&ttedtouse the area on April 25,56-27.
~NDAYCHAI~N:
Letter received National UN Day Chairman requesting a Chairman be appointed for the town
of North Andover. Board voted to send data to Prinaipal of theHighSchool, Daniel L.
Desm~nd requesting he appoint a Chairman and committee to plan for the town's activites
on United Nations Day, October 24, 1975.

DOG OFFICER:
Dog Officer, Ernest Gauthier and his wife, appeared before the Board to make a short
report and advised the Board that they were having flyers made, cartoon form, to educate
the public, especially on the leash law. The Board wished them good luck and hoped they
would be around formany years.
CANPIONHALL:
Pat Trombly amd GaytOn 0sgood appeared before the Board to try to get some imp~t on the
committee's action on the purchase of land around Lake Cochichewick. Ch. Coady stated that
he thought it a good idea to let things lie until they see the outcome of Town Meeting which
will take place on Saturday, April 26. Discussion took in eminent domain land taking pro-
cedures, buying up Thomas's option, how much shore line to consider buying...where to start
and where to end, price-wise and land-wise. The Campion Hall study committee will be
appointed directly after town meeting and will consist of the members presently doing a good
Job. Pat Tromblywould likea few more interested citizens appointed, also.

T~'~:~ GARAGE COI~tITTEE:
The Selectmen convened with the Municipal Facilities Town Garage Co~,m.~tte~ on the matter o$
awarding the bids. A lengthy discussion was held on the three, lowest Genersl Bids and the
absence of the Addendum on the low sub-bid. After much discussion, it was decided to have
Chairman Ceady and Eric Brainard, Architect, call the Secretary of Labor and Industries,
separately to ask the following question: When the General Contract bid filed is low, are
we obligated to award the contrat to him regardless of the substitution made in the sub
contract...i.e, sub bid contractor failed to include Addendum. A meeting with the Board
and the Town Garage Committee will be held on Thursday, April 24, to expedite the awarding
of the bids.
LICENSING COMMISSION: stock ~ and
Hearing: The Board approved the transfer of/the Restaurant, All Alcoholic license from
Butcher Boy Steak House to J.J. Boyle Corporation, Inc. The Board commented that they had
enjoyed the restaurant managed by Mr. Yameen and was assured that Mr. Boyle would continue
to serve the same fine foodl and competent service as Mr. Yameen. The same chef and many
of the same employees will. continue under Mr. Boyle.
Approved, subject to payment of fee, renewal of cab license to Barbara Jolly, 100 Osgood St.
to transport welfare recipients to and from doctor's offices and hospitals.

The Board of Selectmen held a short meeting in the library of the Middle School on this date
before the continuation of the annual Town Meeting. All members present; Selectmen Guthrie,
and McEvoy with Chairman Coady presiding. The warrant and minutes were approved as submitted.
HEARINGS:
Two pole locations, one on Salem St. and Ing~Is Street, were approved by the Board with the
reservation, abutters could object at a later date if necessary as the hearings were held at
the Library instead of the Selectmen's office. All parties had been so notified.
BOOSTER'S CLUB:
Notice was received of the ads for the athletic field ready to be purchased, funds to be used
for the activities of the Booster Club. The Selectmen voted to purchase an ad from their own
funds.
SR. CLASS OUTING:
Letter received from the Senior Class '75 President, Claire McCarthy, who requested permission
to use the Town Forest Picnic area for their Senior Class gathering, May 9, 6 to 11 P.M. She
stated there would be adult supervision and only those Seniors who had bong~ tickets would be
a~.~tted. Principal Desmond highly recommended the group stating they were well organized and
responsible Junior Adults. The Board approved the request with the stipulation enough adult
supe~v£sion was available ~o aid the student guards ~o avoid the event of crashers. They are
also to consult the Chief of Police and Fire Chief. Fireplaces could be used if the Fire Ck
approved. Area to be left clean after the party.
RESERVE PATROLMAN LIST:
Received from Civil Service, list of eligible persons for appointment as Reserve Patrolman.
Two, only, were from North Andover. The Board tabled appointments until May 5 meeting.

RT. 114 Meeting:
Selectman NcE~oy, J. Willis and Chief Lawlor attended Rt. 114 safety meeting. McEvoy
disappointment in the meeting. He stated that they were acting on short terms problems, signs
arrows, reduction of speed limit, etc. but State is moving slowly on the ~ital problems; it
will take 8 to 10 months to complete surveys. Past surveys cannot be used.

OUT-DOOR PA~ING LICENSES:
Renewal for out-door parking license received from Christopher Adams and George Farkas, both
on Osgood Street. Applications tabled until May 5 th meeting.
PATTY'S YELLCW RIBBON:
Patricia O'Connor of Patty's Yellow Ribbon, 80 Chickering Rd., requested permission to keep
her restaurant open from 1:00 a.m. to 4:00 a.m. to serve was tabled
