S~'TiOR ?~JRSE, S~O~ CITIZDB: Several people met with the Board of Selectmen to discuss the matter of a Senior Citizen Nurse for the town of North Andover. Ms. Merritt, Director of Home Services and Mrs. Arohand, Head of Senior Citizen's Nurses, both under the Lawrence General Hospital were present together with Emily Murphy, John Crane and interested Senior Citizens. Conclusion, which was cry to everyone, was that Senior Nurses would be under the Jurisdiction of the Lawrence Hospital and Merrimack Valley Home Care Center, present nurse, Mrs. Barnett, would serve as a part-time helper. Nurses salary would be paid on an hourly basis. Chairman Coady stated the ~own would derive more benefits with this arrangement. Board voted to authorize Chairman to enter into a contrast with the Merrimack Valley Home Care Center which he did later at the continuance of the Selectmea's meeting. TOWN R~P.-ESSE~ CTY. ADVISORY BOARD: Letter from Essex County Commissioners requested chairman toady to name a representative to Essex. Cry. Advisory Board if he :could not do so himself. LICENSING COMMISSIONE~ :~ Approved: Renewal of taxi-cab (2) license from Edward Provissia at Western Electric area. ABC approvals received for Wine & Malt beverage license, Ron's Lobster Poor, 67 Water St. and addition at Town Line. Restaurant, 30 Mass. Ave. Approved;. 1-day Wine & Beer license from Re .y.al Crest ~lub House~ July 12~ 1975. Selectman Guthrie and Chairman Coady were present. The warrant and minutes were approved as submitted. POLE LOCATION: Petition approved on a hearing on the inetsdlation of 1 pole on Campbel~ Hoad. CHIEF IAWIDR REFERENCE: Affirmative references received from Chief Lawlor on members of The Rosemary TOWN COUNSEL APPT: The Selectmen voted to invite members (10) the designated committee ~o appoint Town Counsel to meet on August 11, 1975, at ?:00 p.m. to appoint a Town Counsel for 1 year. Position ~11 be advertised. ~ll. Attorneys-At-Iaw, who are residents of North Andover, will be eligible to for the position. CONTRACT-S~ITAP~ LANDFILL: The Selectmen voted to execute contract drawn up by Camp, Dresser & NcKee for engineering services for the soils and groundwater investigation at the Holt Road Sanitary Lendf1~l with 1 stipulation that the last paragraph be changed from "April 30, 1975" to"July 30, 1975'.' BIC ~TENNZAL: Imtter received .from Peter Bossiter expressing his than~m to all the town departments whose cooperation made the 4th of July celebration a huge success. Copies will be sent to the dept. heads. Chairman Coady expressed the Board's thanks and appreciation to Mr. Hossitor and his hard-working committee and a letter to Bossiter ~11 contaiu their appreciation. HISTOEECAL COnfeSSION: A letter from Thomas Leavitt and David Knepper, Nistorical Commission, requesting a positive policy with respect to all town records. He listed 3 steps to be taken. Selectman Gnthrie stated he did not like the inference that important town records were not being properly kept; that1the Selectmen should have a~l copies of all records the Historical Commission intended to take. Joe W~]~s was authorized~to be the liaison representative between the townand the Historical Commission. - E.E.A E~PLOYE~: The Board voted to send letter to Lawrence Witty, Directo~ of CE2A Manpower Program requesting funding for positions of Joseph W~l~e, Administrative Assistant and Nary Lechapelle, Clerk- Typist until Town Nesting action in March will make the said positions permanent. At a meeting with Chairman Coady and Mr. Witty, the above-named was requested for the funding. Funds for the positions would terminate August 30, 197~. LANDERS: Selectman Guthrie notified the Board that Zanders is surveying land to be purclmsed from the town. Board authorized Guthrie to pursue the matter. Referred to Chief La, lore TO~I SEAL: Letter from Peter F~ssiter expressing request from North Andover Historical Commission and Bicentennial Committee to change the present Town Seal of North Andover. Board voted to refer request to Town Counsel asking under ~nat auspices the Town Seal could be changed.. does it require Town Meeting.action, etc. REQUEST: Letter received from James Crane, 25 Edmands Rd. requesting permission to block off Ed- monds P~. on both ends, Saturday, August 23, 1~75 for a neighborhood block party. Board voted permission on the sti~l~tion that Chief Lawlor and Chief Daw approved. C OI.~INT: A letter from William A. ELlbert, 25 Wood Ta~e, complained that helicopters were nct. o~ serving or following the flight patterns...He stated the planes, were observing the flight patterns. The Board referred the matter for investigation and repor~ to Joe Wi21is, liaison officer for the town to the Airport Commission. EEA FUNrmNG: Letter from Director of Lawrence Nanpower stated the town's E.E.A. employees, Joe Willis and Nary Iachapelle, would be funded by the EFA until the annual Town Meeting as requested. PUBLIC ~2PLOYME~ FUNRING: Letter from Communities & Development Dept. advised town of potential federal funds for public employment under Title X. Board referred the matter to Joe Willis for investigation and report. ~ECEIVED: Notice from State department of Public Works advising safety line painting would begin on Town roads. Copy given to Highway Surveyor and Chief Lawlor. Notice of hearing for Trembly Bus lines for bus routes, August 13, 1975, at 10 A.M.,Boston. Notice re distribution of Essex County AdVisory Board votes for cities and towns. Blue Cross-Blue Shield Contract, effective July 1, 1975, executed by the Selectmen. Request for Go-Slow Children sign to be installed on Holbrsok Bead. :~eferred to Chief La~lor. LICENSING C0~SSI6NERS: Application approved for 1-day Wine & Nalt Beverage license for Royal Crest Entertair~ent Co~. at Club Bouse, August 23, 1975.
