Guthrie, Thomas J. McEvoy with Chairman John F. Coady presiding. The warrant and minutes were approved as submitted. : Tff~51 COUNSE~ APPOI~ME~T: On August 11, 1975, at 7:00 P.M. the following members of the designated Committee convened to appoint a Town Counsel for the e~suing year. Present were John J. Lyons, James H. Dewhirs~ Donald F. Smith, Esq. William A. Cyr, Edward W. Phelan, Philip A. Busby, Richard G. Haltmaier William Chepulis, Jr. and John F. Coady. Dr. Jl_~ius Kay was absent due to previou~ school football players physical examination appointments. The only applicant for the posi'.~ion was present Town Counsel, Arnold H. Salisbury, Esq. Chairman of the Board of Selectmen, John F. Coady presided at the voting. Eight votes were recorded for Arnold H. Salisbumy and eight votes were recorded in the affirmative for his salary of ~6800. per year. .~ichard G. Chairman of the School Committee, abstained from voting on the appointment of Arnold and his salary. Reason given: "As the applicant for Town Counsel position, Arnold H. bury, is presently in litigation proceedings against the School Committee, I feel it would not be in order for me to vote for his reappointment or his salary." As the result of the major- ity affirmative vote on both~ motions, Mr. Salisbury was appointed Town Counsel for the ensuing year at a salary of $6800.00. POLE LOCATIONS: Hearings were held on petitions for joint pole locations on Box. ford Street-4 poles, and on Hillside Dead-2 poles. Approved. JUHORS: Drawn for Jury duty, September 8 Sitting, at Salem: Nary L. Bingham, 701 Waverly P~. and Pauline Downs, 371 Stevens St. Drawn for Jury duty, September 15 Sitting, at Lawrence: Julie Shela, 36 Nay St. and Thomas L. Foul&s, 76 Buckingham Road. On August 14, John E. Black- well, 35 Boxford St. drawn for Sept. 8, at Law. CEE2IFICATE OF INCORPORATION: Character references received from Chief Lawlor for members of Marriage Encounter and Quit- nesset Associates, Inc. TOWN SEAL: Letter received from Town Counsel advising Selectmen that a new Town Seal may legally be established by a Town Meeting...that no action by the State legislature is necessary. G.L. c.40, s. 47. P~bert Devine, Archivist employed under CETA program and who has been compiling records of the town and putting them in order, told Selectmen that, contrary to a news report~ he did not want the name of the town changed but would like to see a more attractive seal and have noted on the seal that the town was settled in 1643, not 1855 which is on the present The Selectmen agreed that the present town seal was a very, quiet document, drab, in fact. Peter Rossiter, present at the meeting, voiced the wishes of the Historical Commission and Bicentennial lOO~.~ttee...that the~date be changed to 1643. Bob Devine suggested that co'.tests be started. . .have seals designed by students and townspeople submitted to a committee to be appointed in the future to choose a new town seal that could be presented with an Article at nex~c town meeting for the town to vete. on. Mr. Devine also conferred with the Selectmen re the care of the town records. consider a continuing policy of preserving records of the t~wn departments. Would they want an inventory made of the departments that am moving to the town garage? Chairman Coady asked Mr. Devine what he thought the cost would be of a records management activity and the discus- sion was tragically interrupted at that point when Mr. Devine slumped into unconsciousness. The Fire department w~s summoned and Mr. Devine was rushed to the hospital. It was learned later that a blood clot had gone to his brain. After undergoing four-hour surgery, Bob is st~ in critical condition and st~ll unconscious. Our deep concern goes out to his fsmily and our prayers for Bob, a gentleman and a scholar. The Board of Selectmen voted to submit an Article ~ designs for a new Town Seal at the next Town Meeting. ESSE~ CTY. HISTORIC & SCenIC COM~.~SSION: Discussion took place on whether tohave a representative from the town to the above-named Co~,u,.:ssion. Selectman Guthrie stated he thought our own Historical Commission did'all right without becoming involved under County Supervision. Subject was tabled until August 25th meeting. BIKE TP~XLS: Letter from the Flanning Board received concerning the need for bike tr~l-~ to improve bike safety. They did not think tax monies should be appropriated at this time, especially through the County. They requested that the Selectmen investigate the possibility of implementing a a bike tra~ proJecb through the CE~A Program. The Selectmen referred the matter to Joe who ~tll check with the Department of Public ~orke in Danvers.
