He stated that perhaps we could have a firmer stand on the Airport activities. NOTICES: Training session on Equal Opportunity Obligations for Community Development Block Grants. Notice from the Department of the Army re public information meetings. Letter from Board of Trade commending the Selectmen on having a foot patrolman on Main St. Perambulation report from Boxford Selectmen. Letter from Senator Brooke congratulating the town for Bicentennial membership. Facilities Planning and Environmental Assessment Workshop, Nov. 13-14. Copy to Conservation. LICENSING COMMISSIONERS: Salvage license for Paul Hamel denied, not applicable. Chairman Coady will talk to salvage places on Hamel's behalf; Board feels that he does not need a license to obtain parts. Letters will be sent out to all license holders for renewals-this week. McEvoy with Chairman John F. Coady presiding. The minutes and warrant were approved as submitted. BC~DS: After affirmative vote of the Board, Selectman Outhrie, Clerk of the Board, executed bond loan for the town. POLE & CONDUIT LOCATIONS: Hearing was set for ~!ovaw~er 17, at 7:30 p.m. on two petitions received: on Sandra Lane and an electric conduit location on Sutton ~ill Road. pole &wire GAS EXCAVATION: Approved: petition to excavate to repair gas m~ins on Mass. Ave. FACT FINDER LIST: Fact finder list for Fireman's Union sent by Dept. of Labor and Industries for approval of Board. Names approved and sent to Atty. John Ford who ~11 forward same to the Labor Dept. SIGN BY-LA~Y COMmiTTEE: The following names were appointed to the Sign By-Law Study Committee: Charles H. Foster, Duncan S. MacXillop, Walter O. Kohl, Leonard B. ~-lbis, Peter L. Hornbeck, Benjamin C. Osgood, Fritz Ostherr, Jr., Ralph R. Joy, e, Jr. and Randolph W..Becker. Letter to be sent to to expedite an organizational meeting of above-named members and to send recommendations or comments to the Selectmen on proposed amendments of by-law in time for annual Town Meeting. SCHOOL SPECZAL PATROLS: Copy of letter sent to Chief Lawlor from N. A. School Col~;dttae received re the proposed implementation of special patrols of the N. A. public schools. Selectman Guthrie made motion w~tch was seconded that the Selectmen vote in favor of having the town provide pre~ection for the schools throught the auxilaiary of regular police force. Letter to be sent to Chief MINI-BUS BID AWARD: Selectmen voted to postpone award of mini-bus bid until Federal grants received. NEP~tIMACK TRANSIT AUTHORITY: Chairman Coady reported on the meeting he attended on the above-named. Budget proposed was accepted by Haverhill, Andover and Iawrenee. North Andover will not be encumbered in respect to the budget. ~en North Andover Joined it was nn~erstood that the town's only charge would be that portion that related to entire operation. STATUES: Selectman McE~oy proposed that the veteran's memorial, now located in front of the town building and the statue, located in front of the Police Station, berelocated in the Old Park. Matter will be discussed ik~rther. Edward Bardsleyalso offered a suggestion that weuld enable a flag to be flown on theflag pole at the Stevens Memorial Park: If the Fire Dept. wouldlocate rope 30 feet up the flag pole, he would maintain the flag .... replace it when necessary, etc. The Selectmen agreed that it was an excellent idea. NIDDLETON-NOE~H ANDOVER PERAMBULATION: Middleton Selectmen advised N.A. Board that November 22, at 1:30 p.m., at the Three Pines Parking lot was all right with them to perambulate boundaries.
