Coady presiding. The warrmnt and minutes were as submitted. ESSEX CTY. tK[STOP~C & SC~TiC DIST~%ICT PLA~ING COI$~rSSION: The Selectmen appointed Edmund F. Leland, III, member of the above-named Commission to repre- sent the town in~.place of Selectman Joseph A. Guthrie who filled the position, temporarily, until a permanent member was appointed. Letter to be sent to T. O'Leary, advising him. GAS EXCAVATION: Petition approved to excavate on Surrey Drive to install gas services. AUXILIARY POLICE: Copy of letter to Chief Lawlor from Town Counsel received on the powers and duties of the Aumiliary police. Board voted to send letter to Chief Lawlor stating they were in favor of using the auxiliary police to patrol school grounds, preventing vandalism, but on the following stipu!.ations: 1. Under~rect supervision of Chief Lawlor. 2. The safety and liability of auxmliary individuals]he determined before any patrol program is started. FIREFIGHT~R: S: Board voted to send letter to E. McAloon, President of Firefighter's Local 2035 to advise of a meeting in the near future to amend the present collective bargaining agreement be- tween the Firefighters and the town of North Andover. Members of the Board of Selectmen will again act as the Bargaining Committee. Letter to be sent to the Advisory Board in- viting the members to attend the bargaining sessions. CO~E~DATIONS: Board voted to have letters sent to the Fire Dept. for their excellent response and efforts that prevented a disasterous fire at the Butcher BOy Steak House Restaurant. Letter also to be sent to Santo Messina for the interest he has shown in the welfare of our Senior Cit- izens and for the fine Thanksgiving Dinner he gave them. RE~OID~S PLA~JE .~D PEDESTPJ~/~ OVERPASS D~D!CATioNS: The Board voted to send letter to J. Borgesi thanking him and~ his department for the work they did installing the stone and plaque in honor of Mr. Reynolds whose wife donated a sub- stanial amount of land to the town. Dedication of said plaque will take place on the date of the opening of the Reyncld's playground. Dedication of the Pedestrian Overpass in honor of the late School Committeeman, I~illiam Rock, will also take place in the Spring. CYR CO~E.~DAITION: It was announced that the Highway Surveyor would be responsible for keeping the Pedestrian Overpass clear from snow during storms. Letter to be sent tbar~ng him in advance. PL%NNING BOARD - BD. OF APPEALS: Nembers of the Planning Board met with the Board of Selectmen who rec. uested the P. Board to solve their differences ,,in House" instead of in Court. Planning Board requested Selectmen to instruct T own Counsel to file an appeal on behalf of the Planning Board in reference to the Board of Appeal's decision on the Hereford mat~er. P. Board ~ meet on 12/15/75, 8:30 P.M. to solve problem. Report of perambulation from Lawrence City Engineer, Santo Nicolosi. Perambulation report from Andover Town Nanager, J. Naynard Austin. Registration notice from Reg. of Motor Vehicles. Copies to adl depts, including scboo!. Letter from Secretary of State, Paul Guzzi, re criminal investigation exclusion of non-profit organizations. Copy to Chief Lawlor. Secretary to conform to procedure, and Board be made aware of any changes. Notice of Board of Appeals Hearings, December 8. LICENSING CO}~tSSIONEPS: · Approved: Request for Special Ta~:~ cab license for Naureen Hatem, 44 Glen Ave., Methuen, to transport welfare recipients to and from clinics, hospitals, doctor's appointments, etc. Letter advising of license to be sent' to Department of Public-~elfare, Jackie S. pellman, Adm.
