Selectman NcEvey breaght up the matter of excessive speeding en Easso Ave. ami stated he
would llke the hO-mph present speed rate, reduced. He cited the many streets intersecting
Nass. Ave. and near accidents at the exits and enter zones e£ Rt. 4~5, vicinity of Bob
l~htte's Restaurant. The Board voted to request Chief La. or to take the necessary steps
to reduce the speed limit,
ESSEX COUNTY SELECTN~N,S MEETING(ANNUAL)
Chairman G~thrie announced that North Andover would be host t~ the above-named annual
scheduled ts be held en Nay 15, 1976 at the Boston University Center. Mr. Guthrie ~stated
that it was the first time E~sex County Selectmen had been in this part of the County for
their meeting. He noted that entertaimment must be provided for the ladies. Selectman
Coady suggested Secretary be appointed Hostess to the ladies. . ; ..

The Board of Selectmen held their regular meeting on this date with all members present;
Selec~en John F. Coady, Thomas J. McEvoy with Chairman Joseph A.~uthrie presiding. The
minutes and warrant were approved as submitted.
JUHOR:
Dorothy H. Detora, 48 Harold St., Production Clerk, was drawn for April 5 Sitting, At Salem.
REQUEST:
Susan Northern, School Crossing Guard, requesting enrollment in the Town's Blue Cross-~lue
Shield Program. Request tak,u under advisement.
GAS EXCAVATION:
Petition approved for gas excavation to repair gas main on MaadowView Road.
~SIGNATION:
Notice received from ~eonard Albis of his resignation, for personal reasons, from the town
Sign By-Law Committee. Accepted.
CU~VERT-0SGOOD STREET:
In reply to Selectmen's letter to State asking for enlargement of cul~rt on 0sgood St. %o
preVent flooding and damage to proposed sidewalks, the District Highway Engineer stated that
it ~ould be periodically cleaned of debris that gathers at its opening. H~ also stated that
removal of the Willow ~rees cz the adjacent property would aid in keeping the culvert clear
because the roo~s of said Willow trees are obstructing the operation.
Letter frc~ .Town Counsel stated that employees of the Gr. Law. Sanitary District who become
members of .the Lawrence Retirement System are excluded fr~m the town's program as they can
bea member of only one established retirement system..(G.L.c.32.)
NEGIONA~ TRANSIT FGNDING:
Letter from. Town Counsel stated that he was waiting for further information to determine
if the town should pay any amount of expenses to the Merrimack Valley P~gional Transit
Authority.

PARKING OPPOSITE BUTCHER BOY STEAK HOUSE:
Letter from District Highway Engineer advised the Board that Nanager of restaurant had been
instructed not to park in area acroos the road and that signs would be installed to that
effect.
MASS. AVE. SPEED LIMIT:
Letter from Chief Lawlor requesting Board to write State for red~ctien of speed limit, now
40 mph, on Massachusetts Ave. Traffic from intersecting streets creating safety hazard.
Board so. voted to send letter.
PINE CREST NURSING HONE:
A concerned Town Clerk, John J. Lyons, appeared before the Board mo protest the closing of
the Pine Crest Nursing Home that has 65 residents who will have to find other lodging by
March 31. It seems the State's regulations have become to numerous to handle. The Board
voted to look into the matter and to contact the owner for details.
AIRPORT CONTROL TOWER ~.~
~rank Trombll appeared before the Hoard to request that they contact our Congressman for
aid in obtaining a~control tower for the Airport. Board voted to have Chairman contact
Tom Davies, for material to place in letters sen~ to Congressmen.
WAHRANT OPENING:
Warrant was reopened at 9:10 P.M. to insert Article from Planning Board and the Board of ApPeals
which will enable +~hem to come to an "in House" agreement on the Hereford Earth Removal Permit.
Selectman Coady congratulated both Boards for their final decision and motioned that Chairman
write Town Counsel requesting withdrawal of the Declaratory Judgment request. Warrant closed
at 9:12 p.m.
LEGISLATIVE CAUCUS REPORT:
Selectman McEvoy reported on breakfast meeting he attended, hosted by Andover Selectmen. He
stated that, though he didn't get any breakfast, it was an excellent meeting with excellent
speakers.
LICENSING COmmISSIONErS:
Hearing: 8:00 P.M.
Application for a Retail Package Goods Store license, Wine & Malt Beverages, from Arthur J.
Pappathanasi d/b/a RLchdale Superette, 75 Chickering Rd., North Andover, Mass. Setter re-
ceived from Chief Lawlor stating that Mr. Pappathanasi, a resident of Swampscott, Mass.,
had no criminal record. Board of Health stated, verbally, that they had no objections to
the issuance of the license. Building Inspector appeared before the Board ~o, verbally,
list requirements that must be met. Secondary exit door, in rear of the store, must be
reconstructed to swing out from building. Exit sign must be displayed where customers can
see it, and aisle ~o rear exit must be kept clear. Chairman Coady requested that the .
Building Inspector submit his report, in writing. Emergency lights must be installed, also.
Pot holds in parking lot should be filled up and area maintained.
Mr Pappathanasi stated that his store was a "convenience" store, a small store that could
operate better financially if he had a wine and beer license. It is convenient for his
customers to purchase their beer and wine at the same place they make their other grocery
purchases as is the custom in many of their stores, not particularly in Mass. but in all
other states. He would only have a small section of the s~ore and a minimum supply of wine
and beer. He said it would supplement his income of the store. The following abutters
were present to object ~o the granting of the license:
Edward Marsan - objected to the litter it would cause, traffic going through his gas station
land and groups congregating in the area.
Edward Johnson - stated there were enough liquor establishments, too much drinking in the
i~mediate area, littering it would cause, etc.
R. Lanzoni - Party's Yellow Ribbon crea~es enough noise, he has ~o pick up beer bottles and
debris caused by customers a~ Party's Yellow Ribbon, who throw them over onto his lawn.
Robert Mascela - protests the general litter, afraid there will be more. Youths congregate
behind store now, leaving debris, fears it will ge~ worse. He asked how Board determined
granting of license. He said he had no objection ~o the store business. Chairman Coady
replied that their decision was based on a legal determination and an "in house" decision
on factual evidence submitted. Alcoholic Beverages Control C~muission must also approve
license after their own investigation.
Selectmen NcEvoy stated that he was'concerned that it would increase ~raffic hazards on a
road already with a record of several accidents, pedestrian included. Bat, he stated kids
will obtain beer whether the store has a license or no~.
Chairman Goady stated that it is obvious that people are obtaining liquor though underage.
Litter problem, as submitted by abutters, should be cleaned up.
Selectman Guthrie does not wanm traffic hazards increased but second the motion that the
application be tabled until March 29.
