NoEvoy with Chairman Joseph A. Guthrie presiding. The minutes and warrant were approved as submitted. Selectman Ceady is seeking re-election the Board on this day, for a 3-yr. term. We are happy to announce that Selectman Coady won the election for Selectman over opponent, William Sale~e. COACHMAN LANE ADJUDICATION: Board received application from Benjamin C. Osgood, to have Coachman's Lane accepted as a Town Way. Hearing was set for April 12, 1976, at 7:30 P.M. Abutter's to be notified. Letters requesting recommendations on this petition sent to the Plarming Board, Public Wks and Highway Surveyor. SHEEP SHEARING DAY: Letter from Betsy Bahr, Assistant Curator of Education at M.V. Textile Maseum, requested a traffic shut-off on Mass. Ave., between 0sgood and Andover Streets on Sunday, Nay ~,1~76 for the ~th Annual Sheep Shearing Day. Request referred to Chief Lawlor. RESIGnaTION: ' Letter with resignation from John H. Oongan, Jr., as a member of the DAta Processing Study Committee. He listed reasons. Resignation accepted, with regret, an~ letter will be sent on the matter. MASSACHUSETTS TRANSIT AUTHOP~TY BILL 1176: The Board voted to go on record, by letter, protesting the passage of Bill 1176 because' w~ld adversely affect local control of the Regional Transit Authorities. They no authority to expand the operation of private carriers. T~0MBLY NOTOR COACH: Notion was made and seconded that the Selectmen go on record to support application of Trsmbly ~Mtor Coach for Inter-State rights, both temporary and permanent, between Nethuen Andover, North Andover, Lawrence and Boston. LOCAL G~TH POLICY MEETING: Notice receive of Public Hearing, ~'~':heduled by the above-named committee , at 7:30 P.M. April 13, at the High School Auditorium. TOPICS P~GRAM REPORT: Chief Lawior sent a .list cf projects to be included in letter to State Chief Engineer, ~bert T. Tierney, Boston. They are as follows: 1. E~tend sidewalk from Prescott St. to Colgate Drive. 2. E~tend sidewalk from Prescott St., west to High St. 3. Install traffio lights at Pleasant St.and Ohickering Rd. 4. Improve Parker St., at Nain St. 5. Install "island" at East Water St. and Chickering Rd. 6. Pedestrian actuated lights at Prescott St. and Chickering Rd. 7. Improve Park St. and Pleasant Street intersection. NEW GANAGE SUPPLIES: ~etter will be sent to Tree, Public Works and Highway Dept. advising them that they will be responsible for supplies for men's restrooms in the new town garage, 1.e. toilet paper paper towels, paper sups, soap, etc. Restroom supplies in the offices will be ordered by Selectmen's Secretary under Town Building expenses. SPECIAL TOWN MEETING: March 18, 1976. Article 2 was voted by the town to be adopted: To direct the Selectmen to cause ar~ appeal to be filed, in behalf of the Board of Appeals, from the decision of the Essex County Superior Court in Civil Action No. 2647. Article 1 - taking land adjacent to Help Sepulcher cmuetery by eminent domain under application of the Essex County Commissioners to enlarge cemetery. Denied. Selectman Coady made a motion, seconded By McEvoy, m~ating"that this Board and the Town has Just passed through an experience, emotional and enlightening .... the Legislative Body of this Town is the Town Meeting. With this in mind, we have a moral obligation, Mr. Chairman, and I request you establish a meeting with Town Counsel and this Board in that we proceed under the direction of the Town Macring of March 18 - and to request of Town Counsel, names of Counsels qualified to carry out this appeal and, also, to the dollar amount that must be expended. Once that dollar amount is established, a re- quest for a transfer of the necessary amount be submitted to the Advisory Board without further hesitation." It was so voted. ~lice M.
