HomeMy WebLinkAbout1993-11-02Planning Boar~ Meeting Minutes November 2, 1993 Senior Center The meeting wa~ called to order at 7:15 p.m. Richard Nardella, Chairman, Joseph Mahoney. Clerk, Richard Rowen. John Simons, Vice Chairman, arrived at 7:30 p.m. Also present were Karen Nelson, Director of Planning & Community Development and Kathleen Bradley Colwell, Town Planner. John Daghlian and John Draper were absent. Begin at edge of driveway Building Inspector issue to review concerns specifically on Lot 38 directing applicant to work with Building and Planning Mr. Rowen stated that the street to Holly Ridge must be opened for safety issues. Mr. Nardella stated that catch basins are above the street. Hr. Nolan told the Board that the catch basins are being lowered. Mr. Nardella asked what is going to be done behind the house? He's not satisfied with hand drawn drawings. Mr. Nolan answered, rip- rap slope coming off on Chestnut Street and behind the houses. Engineer coming to review the entrance slope. Mr. Robert Nicetta, Building Inspector, made the following comments: slopes on residential property is under control of the Zoning Officer tried to handle slopes with the Planning Board soil very susceptible to mud trench, drains, stones can all be used to fix situation received a plan last week for fixing the slope with rocks need blasting or tailing stones Mr. Thomas Frangois, Toll Brothers stripped loam off the slope, brought in blasted stone to put on the slope filter fabric will not be used rocks will be pounded into slope with machine drain at bottom will be constructed Mr. Nicetta asked where does drain tie into drain system. Mr. Nardella asked Mr. Perna, Director of D.P.W. there should be a catch basin at the end of cul-de-sac on Rosemont, why berm built at end of driveway? Mr. Perna discussed top of hill and berm, will put cape cod berm in because sidewalks raised. Mr. Nardella stated that the Planning Board Department does not want to tell North Andover Estates exactly what to do, but they need to fix slope. Mr. Nardella stated there is a need to support Building Inspector in his determinations. Briokstone ProPerties - Updat- The deal regarding the location of the entrance way has not been signed. Not recorded at Registry of Deeds Mr. Nicetta, Building Inspector, stated when building permit pulled, can only stop structural work, not site work (driveway, parking). Mr. Nicetta talked with project manager from DEP, Brickstone Properties has permission to move piles, State of Maine will accept piles, may start moving piles on Friday. Town Departments have not signed off on Certificate of Occupancy. Mrs. Phyllis Zimmerman asked where the road through parking lot will go? Mr. Nolan told her the following: 1. around edge of parking lot; or 2. where existing easement is Hickory Hill - Lot Release - Lot 28 Mr. Mahoney read release of Lot 28. The Town should support efforts to connect to Town sewer. Mr. Bernard Pacquin, from Dana Perkins, gave the following information to the Board: waste water pump station will be installed force main installed gravity line installed - in the same trench dual pumps, 24 hour storage Essex County Greenbelt owns property that fronts on Great Pond Road may build barn or greenhouse in the future on the site and tie it into the gravity line Mr. Walter Saxe property is an asset to the family, want to keep it up to date will need to tie-in in the future anyway with new septic system regulations Mr. Pacquin 3 car parking lot/emergency access to be constructed · 35 to 40 feet away from edge of lake Ms. Colwell discussed gravel vs. paving and oil trap. Mr. Pacquin - need a vertical separation for oil trap that is not easily attainable on-site. Mr. Nardella asked why not slope away from the lake~ 'Mr. Pacquin told him, need to slope with current driveway· Mr. Mahoney asked what happens with current tank. Mr. Pacquin told him, pumped of solids, filled. On a motion by Mr. Rowen, seconded by Mr. Mahoney, the Board voted to close the public hearing and directed staff to draft Special Permit decision to discuss at next meeting. Motion by Mr. Rowen, seconded by Mr. Mahoney, the board voted to amend the previous motion by voting to approve project with decision filed and reviewed by staff. 585 Dale Street - Special Permit- Watershed District Ms. Colwell directed applicant to change the location of the addition. The following issues were discussed: family room - I story on a foundation material not stock piled within 100' of Watershed add hay bales/silt fence line gutters to tie into existing dry wells relocation of leach pit, no different termination On a motion by Mr. Mahoney, seconded by Mr. Rowen the Board voted to close the public hearing. On a motion by Mr. Rowen, seconded by Mr. Simons the Board voted to approve the Special Permit with decision reviewed by staff. Cobblestone Crosslnq II - Definitive Subdivisio~/SDecial pe?m~t p~n Mr. Steve Stapinski presented a conventional subdivision plan showing 5 new lots and one lot with an existing lot. He presented a PRD plan with Lot B eliminated, explained calculation of open space. Mr. Nardella - When Board entered into discussions of Cobblestone Modification, assumed that new documents and plan filed at Registry. Mr. Stapinski - Plan filed, but new documents never filed, easements, open space documents need to be created and filed, house designs need to be modified. Mr. Nardella asked at what point in the process do these new decrements get filed. They will be filed when modification approved and new documents are drafted. ',99" needs to get gates on dumpster. Add 50' buffer zone and no-cut to plan. On a motion by Mr. Rowen, seconded by Mr. Simons, the Board voted to close the public hearing. seven oaks - Def nitive Subdivision Calculate fees for PRD and subtract amounts paid already. Mr. James Grifoni agreed to withdraw the application. On a motion by Mr. Simons, seconded by Mr. Rowen, the Board voted to accept the withdrawal without prejudice. The Planning Board wants to review fee schedule at workshop. Decisions Cobblestone Crossina II - Definitive Subdivision - SDeo~&l Permit PRD On a motion by Mr. Mahoney, seconded by Mr. Simons, the Board voted to'approve the definitive subdivision as amended. On a motion by Mr. Mahoney, seconded by Mr. Simons, the Board voted to approve the Special Permit for a PRD as amended. The Chairman voted in the affirmative. Bite Visit - Headowood II A site visit is scheduled for Saturday, November 6, 1993 at 8:00 Decisions White Birch I! - Definitive Subdivision - Special Permit PRD keep Lot i from accessing through Cherise Circle angle lot line away from grading Mr. Simons would support moving house closer to White Birch lane, going for a variance. Need to add hemlock and spruce on plans, add sidewalk detail. On a motion by Mr. Rowen, seconded by Mr. Mahoney, the Board voted to approve the subdivision decision as amended. On a motion by Mr. Rowen, seconded by Mr. Mahoney, the Board voted to approve the Special Permit, as amended. The Chairman also voted in the affirmative. Christmas Tree Estates - Definitive Subdivision - Special Per, it Mr. Simons needs to talk with Essex County Greenbelt prior to rendering decision. Mr. Rowen would like to see revised plans prior to making decision. Staff to contact Greenbelt. The matter was taken under advisement. The meeting adjourned at 10:30 p.m. ~ Richard A.
