Senior Center 120R Main Street,North Andover, Massachusetts
Members present: Ellen McIntyre,Richard Byers, D. Paul Koch Jr.,Esq., and Allan Cuscia
Associate Member: Doug Ludgin,Michael Liporto and Deney Morganthal
McIntyre called this special meeting to order at 7:05
North Andover Holdings,LLC 16 Berry Street/Riding Academy Preserve,North Andover, MA
(Map 106.1), Parcel 0032).
M.G.L. Chapter 40B, Section 21 for a Comprehensive Permit
Attorney Ted Regnante who is representing the applicant walked up to the podium and wanted to
sincerely apologize to the board and all of the folks with 16 Berry Street.
Regnante spoke of the Conservation meeting that took place the night before and that someone had
pointed out that some abutters were missing from the Assessor's list. The error came from the North
Andover Assessor's Office in preparing the certified list of abutters resulted in the failure to provide
formal notification. This was verified and realized that two property owners entitled to receive the notice,
did not.
Regnante stated that they are respectfully requesting a continuance until May 16'11, to allow them to
provide the formal notification to these abutters who were missed.
Regnante went on to say that pursuant to this request,we wanted it to be put on the record to provide the
Board an extra 30 day extension to the time it must close the public hearing, thus extending the hearing
until August 22, 2013.
As a courtesy Regnante stated that earlier today his office informed the attorney who is representing the
abutters on Berry Street to let him know that this meeting will just be a vote for a continuance so he
would not have to make the drive up to North Andover.
McIntyre strongly suggestion to Regnante that they re-advertise a legal ad in the newspaper and notify
the abutters that were not originally notified. Regnante agreed with McIntyre.
McIntyre went on to say that May 16"' will be at Town Hall and will be on Traffic and Design,
June 13'h will also be at Town Hall and will be on stormwater and drainage and conservation, June 27th
will be at the Senior Center and sewage and open space will be discussed.
McIntyre could not say when the wrap up and explanation will take place at this time.
All these three meetings are on a Thursday at 7:00 PM
