On the basis of the proposed pJ.aiis submi tted for the
above-mentioned subdivision and the soil data cor-,piled and the consid-
erations 1ie-reinafter mentioned, this Board of Health recommends disapproval
of this subdivision.
The Board finds from existing data that this development
will have a detrimental effect on the water quality of Lace Cochiche;-rick
and the impact of its contamination shcal_d be miniT.f"ized. Foom the view-

secondary treatment. Secondary 4i,reatment is defined as a form of treat=

small dosage of chlorine to increase microbial kill in the effluent. This
entire System ,.could substantially reduce the deleterious impact of the
su':�di?vision on the 1•Tater quality of the lake.
The three specific fincii_ngs that lead the Board of
Tle'pltn to adopt this recorarnendation is as follows:

The soil conditions ,'.'rich were corijoiled by a representative
of this Board indicate the soil to contain significant quantities of fine
materials, namely clay and silt 1;pith some sand and gravel. The phenomena 1,hich
occurs 1,-hen clay Lid silt get 1:et, is t1iat these particles expand and fill
the voids present i_n the soil a.nd the leaching field fails to function
properly. The leachate 1•-1ii_ch normally filters doi.nl•rard begins to rise to

Another specific finding is the steepness of the slopes and
the presence of intermittent streams. These t,;To factors T.,,ould allow
lea.chate from any failing subvirface disposal system to flo:r directly
into the lake during times of surface runoff.
At the present time the subsurface disposal system for the
existing structure, Campion Hall,has failed and has been cited by this
Board. This system, durinZ surface runoff, flows directly into an
in t-erruA ttent stream 1hich is a tributory to the lake. The result is
conLa,i;Anation by the ua,,ste,-ater from the failing system. Such a, result
is indicative of Oat Ull happen_ if individual systems fail.
