HomeMy WebLinkAbout2015-07-13 Board of Selectmen Minutes w/documents BOARD OF SELECTMEN MINUTES July 13, 2015 CALL TO ORDER: Chairman Tracy Watson called the meeting to order at 7:00 PM at Town Hall Meeting Room. The meeting was recorded. ATTENDANCE: The following were present: Chairman Tracy Watson, Clerk Phil DeCologero, Licensing Commissioner Richard Vaillancourt, Rosemary Smedile, Donald Stewart, Town Manager Andrew Maylor and Executive Assistant, Laurie Burzlaff. Approximately 40 members of the public were in attendance. PLEDGE OF ALLEGIANCE The Chair asked Ekta Patel to lead the group in the Pledge of Allegiance. COMMUNICATIONS AND ANNOUNCEMENTS: Swearing In-Deputy Fire Chief William McCarthy and Fire Lieutenant Jeff Judge Fire Chief Andrew Melnikas introduced William McCarthy as the new Deputy Fire Chief and Town Clerk, Joyce Bradshaw, administered the oath to Mr. McCarthy. Chief Melnikas introduced Lieutenant Jeff Judge. Ms. Bradshaw administered the oath to Mr. Judge. Recognition-Ekta Patel-Girl Scout Gold Award North Andover resident, Ekta Patel, was presented with a Certificate of Achievement by the Board for earning the Girl Scout Gold Award. The Gold Award represents the highest achievement in Girl Scouting. Introduction of new staff member—Joanna Ouellette, Director of The Stevens Estate Human Resources Director, Cathy Darby, introduced to the Board Joanna Ouellette, the new Director of The Stevens Estate. Glen Aspeslagh from Friends of North Andover Trails-Announcement of Guide Book Glen Aspeslagh from the Friends of North Andover Trails presented the Board with copies of their new book"A Guide to North Andover Trails". The book is available for purchase for$15.00 at Smolak Farms and other stores in town. Downtown Parking Committee Report-Jean Enright Assistant Director of Community and Economic Development, Jean Enright, presented the Board with the Downtown Parking Committee's findings and recommendations. Town Manager, Andrew Maylor, asked the Board for direction on how they would like to proceed. The Board would like improvements to the rear parking lot to be done in time for the opening of the new town hall and instructed the Town Manager to begin conversations with the owner of the land in the rear parking lot in order to pursue the option of having 111 total spaces. The Board asked that the delineation of the spaces on the streets identified in the report be done as soon as possible. APPROVAL OF MINUTES (taken out of order): Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile, to approve the Open Session Minutes of June 22, 2015 as presented. Vote approved 5-0. CONSENT ITEMS: Accept donation from Wheelabrator in the amount of$5,000 for 4th of July Fireworks Wheelabrator generously donated $5,000 to the Town for the annual 4 th of July Fireworks. Phil DeCologero made a MOTION, seconded by Donald Stewart, that the Board of Selectmen accept the donation of Wheelabrator in the amount of$5,000 to be used for the 4th of July Fireworks. Vote approved 5-0. Accept donation from Wheelabrator in the amount of$10,000 for the Trauma Intervention Program Once again, Wheelabrator has agreed to pay the invoice in the amount of$10,000 for Trauma Intervention Program services for the Town of North Andover. Phil DeCologero made a MOTION, seconded by Donald Stewart, that the Board of Selectmen accept the donation of Wheelabrator in the amount of$10,000 for the Trauma Intervention Program. Vote approved 5-0. Board of Selectmen Minutes July 13, 2015 2 Accept donation from Franklin School PTO in the amount of$17,486.99 for Franklin School Playground Equipment The Board took no action on this item. The donation will be accepted by the School Committee. Appointments Bryan H. Scheckman-Sustainability Committee The Appointment Subcommittee recommended Bryan H. Scheckman be appointed to the Sustainability Committee. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen appoint Bryan H. Scheckman to the Sustainability Committee for a term ending June 30, 2018. Vote approved 5-0. Nathan J. Weinreich-Zoning Board of Appeals Associate Member The Appointment Subcommittee recommended Nathan J. Weinreich be appointed to the Zoning Board of Appeals as an associate member. Phil DeCologero made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen appoint Nathan J. Weinreich to the Zoning Board of Appeals as an Associate Member for a term ending June 30, 2018. Vote approved 5-0. Request of Alexandra Coakley of North Andover Athletic Association to use streets in North Andover for a 5K road race on Saturday, October 24, 2015 beginning at 9:30 a.m. Included in the packets was a request from Alexandra Coakley of the North Andover Athletic Association requesting to use the streets in North Andover for their annual 5K road race on Saturday, October 24, 2015 beginning at 9:30 a.m. The race route is North Andover High School to Osgood Street to Stevens Street to Great Pond Road to Pleasant Street to Stevens Street to Harkaway Road to Osgood back to NAHS. All relevant departments reviewed the request and have no issues. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approve the request of the North Andover Athletic Association to use streets in North Andover for a 5K road race on Saturday, October 24, 2015 beginning at 9:30 a.m., as presented. Vote approved 5-0. Request of Sara Durkin of North Andover High School Music Department to use the Town Common for a "Summer Coffee House" on Thursday, August 13, 2015 from 5:00 p.m. to 8:00 p.m. Included in the packets was a request from Sara Durkin of the North Andover High School Music Department to use the Town Common for a "Summer Coffee House" on Thursday, August 13, 2015 from 5:00 p.m. to 8:00 p.m. All relevant departments reviewed the request and have no issues, except standard conditions from DPW regarding parking and trash. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approve the request of the North Andover High School Music Department to use the Town Common on Thursday,August 13, 2015 from 5:00 p.m, to 8:00 p.m, for a Summer Coffee House. Vote approved 5-0. Request of Sandra Sharke' Der Apkarian of Saint Gregory Armenian Apostolic Church to close a portion of Main Street from Water Street to Merrimack Street on Sunday, September 13, 2015 from noon to 6:00 P.M. Included in the packets was a request from Sandra Sharke' Der Apkarian of Saint Gregory Armenian Apostolic Church to close Main Street from Water Street to the entrance to St. Michael's parking lot on Sunday, September 13, 2015 from noon until 6:00 p.m. for their annual picnic. All relevant departments reviewed the request and have no issues. The Board required a detail to be hired to monitor vehicle and pedestrian traffic. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approve the request of Saint Gregory Armenian Apostolic Church to close a portion of Main Street from Water Street to St. Micheal's parking lot on Sunday, September 13, 2015 from noon to 6:00 p.m., subject to live music not beginning until after 12:00 Mass at St. Michael's and the petting zoo being on church property. Vote approved 5-0. Board of Selectmen Minutes July 13, 2015 3 Vote to send letter of support to state for a crosswalk on Route 114 near Berry Street Rosemary Smedile is requesting the Board send a letter of support to the state to put a crosswalk on Route 114 near Berry Street for safe access to the trails. The crosswalk would connect the Bay Circuit Trail. Chairman Watson stated she was concerned that having a crosswalk on Route 114 would give people a false sense of safety. Mr. DeCologero asked that the letter request the state study the issue and explore the option of putting a crosswalk there. Phil DeCologero made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen send a letter to the state asking them to explore the possibility of putting a crosswalk on Route 114 near Berry Street to support the Bay State Circuit Trail. Vote approved 5-0. Request to dispose of surplus vehicle-DPW Per town policy regarding surplus equipment, a memorandum was included in the packets from DPW Director, Bruce Thibodeau, regarding surplus of Youth Center vehicle#206, 2002 Ford F-350 van. Phil DeCologero made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen approve the request of DPW Director, Bruce Thibodeau, to surplus Youth Center vehicle#206,per his memorandum to the Town Manager dated July 9, 2015. Vote approved 5-0. LICENSING COMMISSIONERS: There were no licensing matters. PUBLIC HEARING: Request of Columbia Gas of Massachusetts to install a Rectifier Groundbed and Rectifier Pole across from 56 Great Pond Road Phil DeCologero made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen open the public hearing for the request of Columbia Gas to install a Rectifier Groundbed and Rectifier Pole across from 56 Great Pond Road. Vote approved 5-0. There was no representative from Columbia Gas was present. Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt to continue the public hearing for the Columbia Gas request. Vote approved 5-0. Comcast Petitions to install underground conduits-Willow Street and Flagship Drive Rosemary Smedile made a MOTION, seconded by Richard Vaillancourt, that the Board of Selectmen open the public hearing for the request of Comcast to install underground conduits on Willow Street and Flagship Drive. Vote approved 5-0. Dave Flewelling, the representative from Comcast explained they are requesting permission to install underground conduits on Willow Street and Flagship Drive so they can provide service to businesses on those streets. Rosemary Smedile made a MOTION, seconded by Donald Stewart that Board of Selectmen close the public hearing. Vote approved 5-0. Donald Stewart made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen approve the Comcast Petitions to install underground conduits on Willow Street and Flagship Drive, as presented. Vote approved 5-0. OLD BUSINESS: None NEW BUSINESS: Road Widening Easement-Lot#4, Boston Hill Road Gene Willis of 76 Boston Hill Road requested the town accept an easement to widen the road in front of his lot on Boston Hill Road. Mr. Willis explained that the purpose was to prevent a future developer from being able to build on the adjoining lot#3 (which is also owned by Mr. Willis)without Planning Board approval. The Board asked that since Mr. Willis is the owner of Lot 3, why wouldn't he also grant an easement for that lot? Mr. Willis indicated he is not willing to do that. Town Manager, Andrew Maylor, stated that he has not received any recommendations from the Town Planner or any other department on this matter and would like the opportunity to obtain additional information for the Board before any action is taken. The Board agreed this is a complicated request and more information is needed. Fire Department-June 2015 incident report The Board was provided with the June 2015 incident report from the Fire Department. Police Department-June 2015 Monthly Report The Board was provided with the June 2015 monthly report from the Police Department. Job Posting/Vacancy Log The Board was provided with the Job Posting/Vacancy log from Human Resources. The Town Manager recommended to the Board to move the Job Posting/Vacancy Log to "Communications and Announcements" in order to give the Board and the public an update on hiring at the beginning of the meeting instead of the end. ADJOURNMENT Approval of Minutes BOARD OF SELECTMEN MINUTES June 22, 2015 CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00 PM at Town Hall Meeting Room. The meeting was recorded. Approximately 20 members of the public were in attendance. PLEDGE OF ALLEGIANCE: Chairman Vaillancourt asked the Booster Club softball players to lead the group in the Pledge of Allegiance. COMMUNICATIONS AND ANNOUNCEMENTS: Introduction of new staff members-Deputy Fire Chief William McCarthy and Fire Lieutenant Jeff Judge Fire Chief Andrew Melnikas was present to introduce William McCarthy as the new Deputy Fire Chief and Jeff Judge as the new Fire Lieutenant. Standard and Poor's bond rating change for North Andover Town Manager, Andrew Maylor, informed the Board that Standard and Poor's recently completed a bond rating review of the town and has recognized the Town's efforts to focus on building reserves and reducing debt. S&P has revised their outlook on the underlying rating from stable to positive which is the first step toward achieving a AAA rating. If the town;is able to maintain the good, solid financial fundamentals that the Town has committed to over the last few years, it is expected in a couple more years North Andover would become a AAA community which would be the first time in the town's history. The Board thanked all the boards, staff members and citizens that have worked together to get to this point. National Grid rebates Joe Morroco and Dave Gendell from National Grid presented the town with a check in the amount of $245,000.00 for energy efficient rebates for electricity as a result of the ESCO projects. Mr. Morroco thanked Andrew Maylor, Ray Santilli and Steve Foster for their leadership throughout the process. Town Hall design-Chris Logan, Donham & Sweeney Architects Chris Logan and Jeff Shaw of Donham & Sweeney gave a presentation of the interior layout for the Town Hall Renovation Project; Mr. Shaw indicated their goal is to replicate the details of the current town hall with the new side so both sides are uniform. They will attempt to retain as much historical detail as possible. Other communications and announcements: Chairman Vaillancourt announced the 4 th of JUly fireworks will be on July 3rd at the Middle School and registration for the road race on the 4th is still open. Selectmen Watson wished the kids a fantastic summer and encouraged residents to visit Stevens Pond which is now open for the season. CONSENT ITEMS: North Andover Country Club request to create additional crosswalk on Great Pond Road Stephen Kohr of the North Andover Country Club submitted a request to the Board for an additional crosswalk to be added to Great Pond Road to accommodate members crossing the road from the new practice area to the club. The Police department and DPW have reviewed the request and have no issues, except that DPW requires appropriate signs to be added. Accept donation of$25 from Edward Dargan to Fire Department Mr. Edward M. Dargan has generously donated $25 to''the Fire Department to be used toward Fire Department equipment. Rosemary Smedile made a MOTION, seconded by Donald Stewart, that the Board of Selectmen accept the donation of$25 from Edward M. Dargan to the Fire Department to be used toward Fire Department equipment. Vote approved 5-0. Columbia Gas of Massachusetts In accordance with M.G.L. c164 §70, the Board must give consent to the gas company to'dig up and open the ground in any of the streets, lanes and highways of a town.' The Board reviewed the following requests for excavation from Columbia Gas of Massachusetts: Request to excavate at 445 Wood Lane to install new gas service Request to excavate at 474 Waverly Road to install new gas service Request to excavate 11 Margate Road to install new gas service Request to excavate 217 Brentwood Circle to install new gas service Tracy Watson made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen approve the requests of Columbia Gas of Massachusetts to excavate at 445 Wood Lane, 474 Waverly Road, 11 Margate Road and 217 Brentwood Circle to install new gas service, as presented. Vote approved 5-0. Amendment to Host Agreement with Greater Lawrence Sanitary District The Board was provided with a final version of the amendment to the Host Agreement with the Greater Lawrence Sanitary District. The Town Manager indicated it has been reviewed by legal counsel and Board of Selectmen Minutes June 22, 2015 3 recommended the Board approve the amendment which provides a reasonable level of concessions to the Town when the facility is up and running. Full operation of the facility will not be until mid-2018. Phil DeCologero made a MOTION, seconded by Tracy Watson, that the Board of Selectmen approve the amendment to the Host Agreement with the Greater Lawrence Sanitary District and authorize the Town Manager to sign the amendment. National Grid Pole Petition-First Street Michael Onedis from National Grid was present to request approval of a pole petition for First Street. National Grid is requesting to place 2 additional poles on First Street to support the existing pole. The Board was concerned with adding additional poles and asked National Grid to come back and provide some alternatives, such as replacing the current pole with a wider, more stable pole. David Barril of 37 First Street provided public comment indicating he has been working with National Grid and the Town engineer but also concerned about more poles. Lisa Reidel of 39 Hay Meadow Road, stated she had a new driveway installed last year and asked if National Grid could go around her driveway, Jeff King of 153 Hay Meadow Road stated the bond needs to be sufficient and wanted to know who is paying for the work and if his rates will go up. The committee was comprised of town staff(Assistant Director of Community and Economic Development, Town Engineer, and Town Clerk) a member of the Board of Selectmen, a Senior volunteer, a Main Street property owner, a Main Street business owner, a local architect, and a local property owner. The Committee's mission was to assess existing and projected parking demand of the parking along Main Street, including the town owned parking lot at 120R Main Street, and make appropriate recommendations to provide for safe and convenient parking for town staff and visitors, and support the economic viability of the town's Main Street business corridor. ASSESSMENT OF NEED In order to determine the current parking space utilization on Main Street and in the Town Hall parking lot,the Committee conducted a parking usage study. The data was collected by town staff between 8:00 a.m. and 3:00 p.m. on Monday, November 3rd, Wednesday, November Stn and Thursday, November 6th, 2014 using a mobile parking inventory application developed by the Merrimack Valley Planning Commission ("MVPC"). MVPC analyzed the data and provided a summary report (Exhibit A). The parking areas included in the study were: Survey Location Marked Handicap Total#of Spaces Spaces Parking Spaces Town Hall, Rear Lot 74 7 81 Main Street between May Street and 34 1 35 Cleveland Street Main Street between First Street (inclusive of 40 1 41 First Street parking spaces) and Second Street 1 B' COMMUNITY and ECONOMIC DEVELOPMENT DIVISION Building Conservation Health Planning Stevens Estate Zoning DEFINITION OF PARKING CAPACITY Donald Shoup, noted parking expert and Distinguished Professor of Urban Planning at UCLA, observed that once parking facilities reach 85% occupancy, they have reached their effective capacity. Beyond this level, the parking system becomes inefficient, causing the user to hunt for an available space, even to the point of retracing steps to find it or simply going elsewhere for the same goods or services. MVPC applied this definition to the parking utilization data that was gathered in the three parking zones that were defined above. SURVEY RESULTS The Town Hall parking lot is the only location in the study area where the level of parking demand reached the 85% level and did so on 2 out of the 3 days (Monday, November 3rd and Wednesday, November 5th). Parking utilization exceeded 90%for three time periods during those two days and exceeded 85%for four others. On Monday, November 3rd between 1:00 p.m. and 2:00 p.m., peak utilization occurred when 93.8% of all spaces were occupied. Parking demand on Main Street from May Street to Cleveland Street peaked between 11:00 a.m. and 1:30 p.m. on all 3 days. On Thursday, November 6th parking was most heavily used between noon and 12:30 p.m. when 80% of all spaces were occupied. Parking demand on Monday, November 3rd never exceeded 60%. Parking utilization on Main Street from First Street to Second Street was markedly higher on Monday, November 3rd when between 75-80% of all spaces were occupied between 10:00 a.m. and 11:30 a.m. The occupancy rates for Wednesday and Thursday peaked at about 60% during that same time period. Although there are peaks at certain times, it is important to note that the average for each half hour period over all three days along Main Street never exceeded 67% occupancy. NEED DETERMINATION Based on the survey data the committee established a goal to never exceed 80% effective capacity. Since Main Street parking space utilization did not exceed 80%, the Committee emphasized the need for additional parking spaces in the Town Hall parking lot (See Exhibit B- 2 COMMUNITY and ECONOMIC DEVELOPMENT DIVISION Building Conservation Health Planning Stevens Estate Zoning Proposed Goal Rear Lot) while also making recommendations regarding a more effective use of parking in the areas of Main Street . To accomplish this goal there would need to be a total of 95 parking spaces in the Town Hall parking lot, which would require fourteen (14) net additional spaces or a re-assignment of current staff utilizing parking spaces in the Lot to an alternate location. In the fall 2016 the Community Development offices will be moving to Town Hall and filling space that is now being used by the Fire Department. Currently, Fire Department personnel utilize fourteen (14) spaces. Moving from Community and Economic Development will be fourteen (14) full-time positions,two (2) part-time positions and one (1) IT position that will relocate to Town Hall. In addition,there will occasionally be some part-time interns and/or senior volunteers working in the office throughout the year. It is estimated that there will be a maximum of six (6) people visiting the Community and Economic Development offices at any one time during the course of the business day. There will also be four (4) Community Development town owned vehicles which will need parking when not in use. Taking into account the spaces needed when the Community and Economic Development department moves to Town Hall (27) less the current number of parking spaces being used today by the Fire Department (14), it was determined an additional thirteen (13) parking spaces are needed, increasing the total number of spaces required to meet the goal not to exceed 80% effective capacity from 95 to 108. RECOMMENDATIONS There was some expectation prior to the research conducted by the committee that either the town would need to acquire land along Main Street for parking or that a parking structure on town property might be necessary. However, the following recommendations when taken holistically would allow the town to achieve the parking goal while eliminating the significant cost and complications associated with those options. 1. Main Street a. Curb in front of Fire Station apron and add 3 parking spaces b. Gain 30 spaces (111 total spaces) C, Acquire 'pie shaped' parcel in middle of Rear Lot (map 40, Lot 16) NOTE: The assumptions used to design these proposals need to have base data confirmed with an accurate survey. All are approximate only and may need revisions based on review by the Planning Board and possibly the Conservation Commission. 3. Permit Parking (Exhibit E) a. Add 1 parking space on First Street at the intersection of First Street and Main Street on the south side of First Street. b. Add 7 parking spaces on the south side of First Street along CVS. Designate the 7 additional spaces as "Permit Parking Only Mon.-Fri. Between the Hours of 8:00 a.m. and 5:00 p.m. C. Assign Parking Permits to 7 Town Hall staff. d. Currently the maximum walking distance from the furthest parking space in the Rear Lot is approximately 410'. The walking distance from the furthest proposed Permitted space is approximately 600' (measured as walking through First & Main parking lot). 4 Second Street (Exhibit F) a. Eliminate 1 parking space on Main Street in front of Daeva Salon, which would allow vehicles to enter right hand lane, alleviating traffic congestion along Main Street during peak hours. This space is not located within survey areas. PARKING RESTRICTIONS Although not enforced,there are two hour parking restrictions posted on First Street and Second Street as well as on the north end of Main Street between Cleveland Street and Saunders Street and Waverly Road and First Street. The Committee discussed whether there is a need for parking restrictions along Main Street and the side streets. It is recommended that, given the occupancy and turnover rates of these spaces the restrictions are not needed at this time and that these signs should be removed. The seven handicapped spaces iU the lot behind Town Hall are more heavily used with five spaces used between 55-75% and one used more than 85%. "While most ofthe long-term spaces iO the lot behind Town Hall are used heavily, the spaces along the southeastern edge Df the lot are often vacant. There are roughly 15 spaces iO this area where UO|iz8tiOD rates are less than 70%. Findings The following Town departments will soon e moving from 1600 Osgood Landing to Town Hall and filling space that is OOVV being used by the Fire Department: • Building Department ° Community and Economic Development Department " Planning Department " Zoning Department " Health Department " Conservation Department Fifteen full-time and two part-time employees (excluding 2 part-time inspectors with office hours only until 8:00 a. m.) will be making this DlOV8. There will also ocCGSiOD@||V be some part-time interns and/or senior volunteers for different parts of the year. In addition, it is estimated that there will he 8 OOGXiDlUDl of five to six people visiting the COOlO7UOitV C>eVe|Vp08nt Office at any one time during course of the business day. There will also b8 four Community Development Department vehicles most likely parked in the rear lot, but OCC@8iODa||y OD K8@iO Street. Based on the iOfO[OO@tiOD provided @bVVa. up to 27 parking spaces will be needed to accommodate Community Development personnel, department vehicles, and those coming to d0 business at Town Hall. CU[FeDt|y. there are 14 Fire Department en0p|OVe8S VVO[hiOg at Town Hall that will be relocating. This means that there will be demand for 13 more parking spaces iO the study area once the Community Development personnel have moved in. While the data collected in the study showed there are almost 20 spaces in the lot behind Town Hall that have occupancy rates of less than 70%, it also shows that there were only five empty spaces iO that lot during periods Of peak parking demand OD Monday the 3rd and Wednesday the 5m. |O that situation, the majority Ufthe8dditi0OG| de08ndf0[p8[kiDggeDer8t8dbythe Community Development Department would need to be satisfied by the on-street spaces. There appear to be a sufficient number of spaces available on Main Street and First Street in the vicinity of Town Hall to meet this demand, although it is likely that the demand for on-street parking in some areas will begin to approach practical capacity. It is also likely that at least a few full-time employees will constitute part of this demand.There is a posted two hour time limit on parking along First Street and one section of Main Street (towards the north end) and employees would have to move their vehicles frequently if they parked in those areas.There may be a need for the Town to evaluate whether the posted signs in these limited locations are necessary. Our plan is to host the race on Saturday October 24th, starting at the high school at 9:30 a.m. This will be a 5k race, with walkers and runners,which we expect to be completed in less than one hour, thus minimizing the time we use the town roads. Everything will remain the same, but, we may want to bring in a small petting zoo and a miniature pony for the smaller children to ride. This will be on our church property, but, was not sure if we needed additional permission or a permit. They will only be there for about two hours. Gallagher, Chief of Police DATE: July 8, 2015 RE: June 2015 Monthly Report Officers from North Andover Police, Mass State Police and North Andover Fire, working as a team, successfully rescued a 22 year old female that had fallen into the Merrimack River from the upper deck of the double decker bridge. Officer Gilligan and MSP Trooper Kyle Flanagan swam out to the female and were able to bring her to shore safely. Officer Gilligan was issued a Chief's Commendation for his actions and Trooper Flanagan's commander notified of his response during the incident. Officer Matthew Zahoruiko successfully completed a week long training to become a School Resource Officer. North Andover Police Department now has seven officers with specialized training to provide the best service when responding to school incidents and working with school personnel. Ozzy Properties graciously provided the use of their facilities to the NECC police academy for Applied Patrol Procedures training. This training is scenario based, involving motor vehicle, domestic, and other scenarios that student officers may face during their police careers. Officers from North Andover also participated in this training by playing different roles in scenarios. This month four new officers graduated from the first NECC police academy. These officers have been assigned a field training officer and will be working alongside them for the next 8 weeks to get acclimated to North Andover. These officers have already been seen out in the community and we have high expectations for them. We also have a new reserve officer who has also started working and has been assigned a field training officer. These officers are already making a difference with staffing issues. Representatives of the North Andover Police, Schools, Youth Services and Board of Selectmen attended the Merrimack Valley's Massachusetts Opioid Prevention Collaborative Launch (MOAPC), along with representatives from Lawrence, Methuen, Andover and Haverhill. This launch reviewed potential themes and strategies on prevention and reduction of opioid misuse in the Merrimack Valley. MOAPC was invited to attend National Night Out this year and eagerly agreed to set up an informational booth for the event. At the end of the month North Andover made the local news when a garbage truck crashed into Lake Cochichewick. Apparently the vehicles operator could not negotiate the turn as it was travelling into town and rolled off the roadway. Thankfully the operator was not hurt. On a good note, this, once again, showcased the departments of North Andover working together. Police, Fire, State Police, Board of Health, Department of Environmental Protection, Department of Transportation and our own DPW worked to get the leaking fuel contained, protecting our drinking water, and got the roadway cleared, fixed up and ready for the afternoon commute that same day.
