Although detailed profiles and utilities are not shown on said plan, the road layout has been reviewed in concept by the Planning Board. I would like to schedule a meeting for Tuesday, January 21, 1986 at 10:00 a.m. to discuss the road layout with a Planning Board member, William Cyr, Thomas Neve, myself and the both of you. Kindly notify the Planning Board office regarding your attendance at this meeting. North Andover , Ma. 01845 Re: Abbott Place Road Connection Dear Mike : I wish to recommend that this subdivision be approved, as discussed and tentatively approved, at your last meeting, with connection to Salem St . and also Abbott St , as shown on plan . I would hope that due to the insignificance of the wet land crossing, that the Conservation Commission would allow and approve this proposal . For the well being of all involved, in that neighborhood and for, good long range planning, and maintenance reasons I feel that this is the proper and practical way to go. It seems to me that to get the best results , on the development of our open space, that we should meet more often, as we did on last Tuesday, so that we might co-ordinate and work out the best possible solutions for our subdivision proposals . Cyr Highway Surveyor WAC/m PL P6A� 106 OOR80 TOWN OF NORTH ANDOVER MASSACHUSETTS r NORTH pt,+``O ;e 1ti0 �O P SS^CHU5 January 29, 1986 North Andover Conservation Commission Mr. Guillermo Vicens 120 Main Street North Andover, MA 1845 Re: Nutmeg Lane - Salem Street Connection (Abbott Village Estates) Dear Chairman Vicens: As you know there was a special meeting scheduled on Tuesday, January 21 , 1986 to meet with you and Tracy Peter to discuss the necessity to permit the roadway connection of Nutmeg Lane to Salem Street (Phase II of Abbott Village ' s Filing) . Others attending the meeting were Erich Nitzsche, Planning Board member; Thomas Neve, Project Engineer; William Cyr, Highway Surveyor; and Ben Osgood, applicant. The purpose of the meeting was to present to Conservation Commission representatives the reasoning for the Planning Board requiring the roadway connection through to Salem Street. We would like to work with the Conservation Commission and coordinate efforts to make this connection feasible in order to minimize both environmental impacts and potential adverse safety impacts on the inhabitants of the Town. The Board would like to emphasize that in Phase II , the Thistle Road access alone is an unreasonable access without the Nutmeg Lane/ Salem Sheet connection, and the same pertains to a single Salem Street access . In talking with Ms . Peter at the meeting, we understand the Commission' s desire to minimize land disturbance in and around significant wetland areas. Therefore, the Planning Board would like to participate in your review process. We would ask you to contact oux office when you schedule a site visit to view Phase II and meet with your consultants .
