HomeMy WebLinkAboutCORRESPONDENCE (4) NORTH ANDOVER FIRE DEPARTMENT February 5, 1976 Planning Board 120 Main Street Town Building No. Andover, Mass. 01845 Gentlemen: It is my recommendation that on the Marbleridge Estates Sub-divisibn, that they be required to run an 811 water main from Marbleridge Road into the Sub-division and place three (3) hydrants; one (1) on Marbleridge Road at the entrance to the Sub-division, the other two (2) equal distance apart to the beginning of the Cul-de-sac. Borge , Supt® JJB :lb 4�e d'- Ils/7 March 15, 1976 Planning Board Town of North Andover Massachusetts Gentlemen: I would like to make a few comments regarding the proposed subdivision known as Marbleridge Estates. After viewing the proposed plan and walking the property with the Planning Board and others , I have done some rough measuring on the site and feel that there is substantial reason to believe that several of the lots present an almost impossible situation with regard to the placement of a house and a leaching system which will meet the Board of Health requirements without filling in some part of the wetland area. I would like to suggest that the Planning Board, the Conservation Com- mission and the developer work to agree on just where the wetland area lies, take proper measurements and draw in on the proposed plan the exact location of the wetland. If this demonstrates that any lot exists where a house and leaching system cannot be placed without violation of at least one of the various regulations and restrictions, perhaps the developer could be convinced to redraw his proposed plan to exclude such a lot. The risk of allowing such a lot to exist is obvious . The temptation to fill , in violation of restrictions, either by the developer or sub- sequent owner will be great and the enforcement of the restrictions will be difficult. I 'm sure that if the developer is acting in good faith, he will agree that requesting these measurements and drawings is quite reasonable. It would also seem appropriate to defer any final decision on this subdivision until after the Town Meeting has determined whether or not funds will be appropriated for the engineering study to be done with regard to the feasibility of running a sewer line along Marble- ridge Road. If it is to be determined within a reasonable period of time that such a sewer line is probable, it might be reasonable to require that sewer lines and any needed lift stations be installed by the developer in anticipation of future requirements . Planning Board March 15, 1976 Page 2 I strongly urge that no final action be taken on this proposed sub- division by the Planning Board until the above suggestions are given full consideration by all interested parties. Dear Mr. Chepulism After review of the definitive plans of the Marbleridge :states, dated Jan 3, 1976, together with soil data as submitted, the,Board of Health finds the following: i 1. Glacial till found on the site, although within tolerable limits of Article XI of the State Sanitary Code, contains high quantities of clay and will recmdre a four to twenty four pre soak prior to percolation tests for individual sub surface disposal systems. I 2. Topography, together with road and lot designs, will create difficulty in compliance with Town Regulations concerning the 100 foot distance from the leaching; field to wetlands, sub surface water drains and intermittant streams. No variance from this regulation will be allowed. 3. Because of the above me ntioned items, it is strongly recommended that the Planning Board asks the Department of Public Works to work with the developer for the design of an eight inch sewer lateral to be constructed with the roadway such that said sewer lateral can be tied in to a future sewer main to be constructed on Marbleridge Road. `lours truly, dward J. CYR TELEPHONE 683-2234 HIGHWAY SURVEYOR February 17, 1976 Mr. William Chepulis, Chairman Planning Bpard 120 Main Street North Andover, Mass, Re: Marbleridge Estates Dear Bill: I would like to recommend the following changes to this proposed subdivision as submitted. 1. 1 would like a 26 ft paved width rather than 24, with an 1.8 in. overlap of gravel. 2. 1 would like to see one continuous drainage line with the drainage easement, discharge and head wall through Lot Q. I would like 2 additional basins in the vicinity of the lot line between lots #2 and #3, and the two existing basins in front of Lot #4 moved to the end of the circle and aligned so that they would be situated properly for any future extension of this street. 3. Grade of catch basin covers to be 3 inches below the edge of the pavement grade and swaled. The distance From the edge of the pavement to the outer edge of the catch basin frame to be 18 inches. 4. Grading on one side of the roadway should be done to accomodate possible needs for sidewalks in the future. 5.
