Stevenson, Secretary 3UL'Y 15~ 1985 REGULIAR MEETING The PUANNING BOARD held a regular meeting on Monday evening, July 15, 1985 at 8:00 p.m. in the Senior Center Meeting Room. The following members were in attendance: Michael P. Roberts, Chairman; Paul A. Hedstrom, Vice-Chairman; 3ohn A. 3ames, Jr., Clerk; 3ohn 3. Burke, and Erich W. Nitzeche. Karen Nelson, Town Planner was also present. The meeting was called to order at 8:00 p.m. There were approximately 80 people attending this Board meeting. PUBUIC HEARINGS Abbott Village Subdivision - Definitive Plan - John Burke read the legal notice, It was brought to the board's attention by someone in the audience that this public hearing was not advertised untll 8:]0 p.m. MOTION: SECOND: VOTE: John James that we table the plan until 8:30 p.m. 3ohn Burke. Unanimous. Sideri Place - Definitive Plan - 3ohn Burke reed the Public Hearing Notice. L~etters from various Town departments were read into the record. Highway Dept. - Paved road shouid be enlarged, two catch basins installed, cul-de-sac centered, 22 ft. drainage easement, buried utilities, to name a few of the recommendations. Public Works - Installment of an 8" iron cement lined water pipe. Board of Health - Passed percolation tests. Fire Dept. - Change name of street, post lot numbers, permanent house numbers, make road suitable for emergency and no open burning. John Cushing of Kaminski Assoco stated the following regarding the subdivision: - Involves 5 1/2 acres off Salem Street. - 450 ft. south of Salem and Appleton Streets. - R-3 zoning, 25,000 sq. ft., 125 ft. frontage. - There is a potential for 18 house lots that his client wishes to make into four. - Wetlands are involved. Concerned abutters made the following comments: Paul Dyer, Appleton St. - Questioned the 50 ft. frontage of one of the lots. 3ohn Burke explained frontage exceptions. He was also concerned about the placement of houses on the lots along with maintaining the swamp trees where they stand. Mr. Cushing stated that no changes would be made. Conservation Commission would also have to approve these plans. Earle Sears, Appleton St. - He commented on a stream fed pond in the area and how it rises considerably at some times of the year. He wants reassurance that no obstruction to the flow will take place. Sharon Broussard, Salem St. - Her concern was that the lots could be further subdivided. Karen Nelson stated that once the foundation are in place on frontage exception lots, they cannot be subdivided beyond the minimum area allowed in that district which is, 1 1/2 acres. Discussion followed between 3ohn Cushing, Erich Nitzsche and 3ohn 3ames regarding drainage pipes, wetlands and the slope of the road. MOTION: SECOND: VOIE: 3ohn Burke to take the matter under advisement. 3ohn James, Jr. Four in favor; one opposed (Erich Nitzsche). Abbott Village - Definitive Plan - John James, Clerk, read the Public Hearing Notice and letters from the town departments for the record. High~a_.y Dept. - Drainage as proposed, not acceptable; no cul-de-sacs; no provisions for open space. Public Works - Usual technical specifications concerning the size and length nf pipes for water and sewer lines. Fire Dept. - Fire hydrant placement, etc., usual specificlations regarding safety. Board of Health - No record of any soil tes~. Tree Dept. Placement of trees enforced by this dept. Conservation Commission - Uetter dated March 26, 1985 for preliminary subdivision was a~ked to be read by a citizen in 8 the audience which ~tafe~ ~hat they do not approve of connecting the Nutmeq Uane cul-de-sac ~,ith Woodberry Uane. Tom Neve,. an 6ngineer who represents Mr. Osgood made the ~ollowing statements: When tne preliminary plan was originally submitted, there was ~o provision for connecting eul-de-saos. Salem St. has concern that the aa~:l~i~na~ wa~e~ runoffi ,~ill empty onto her property. - Others that objected to the connection citing dangerous traffic problems are Terry & Betsy Turtle, Dick Hella, Abbott St. and Hr. Redman, Andover By Pass. Buddy Cyr, Highway Surveyor stated that the connection was consistent with the Subdivision Control Uaw. A site visit has been scheduled for 3uly 25, 1985 at 6:50 p.m. HOTION: SECOND: VOTE: 3ohn Burke to continue the ~ublic hearing to 8/5/85. 3ohn 3ames, 3r. Unanimous. APPROVAU NOT REQUIRED PLrANS NOTION: SECOND: VOTE: 3ohn games moved to approve the following 7 Form "A's". Raul Hedstrom Unanimous, except 3ohn Burke abstained from voting on Bridges Uane and Erich Nitzsche vote no on Uiberty Street. Blue Ridge Road - John Madden, lot lines for 26B & 27B. Bridges Uane - 3ames Philbin, lot lines changes 22A & 2lA. Uiberty St. - Republic Development Corp., created 7 house lots. Carriage Chase - Fred Flather, land to be deeded to the town by purchase on July 28th. Uaconia Circle & Equestrian Dr. - Hyde, lot line changes in conjunction with the approved common driveways. Tucker Farm Rd. - Uaudani, lot line changes 2A & lA. Cochichewick Dr. - Uot line change. Flagship Drive - Grasso - Awaiting comments from Ralph Ooyce. MOTION: 3chh Burke to continue. SECOND: John James, Jr, VOTE: Unanimous. DISCUSSION Old Center Street - Preliminary - Attorney Caruso represented the abutters of this subdivision who object to the layout of the lots. He stated how the property owners on Old Village Uane will have the rear of their lots as frontage on the Old Center Street subdivision. Drainage problems were also discussed. The Planning Board will hold a site visit of the property on July 25, 1985 at 5:}0 p,m. MOTION: SECOND: VOTE: John Burke to take the matter under advisement. John James, Jr. Unanimous. Half Moon Woods - Preliminary - A letter for extension was read lnto the minutes 'for the purpose to discuss with Harold Parker Forest the possibility to exit onto their road'instead of route 114. MOTION: John James to grant extension to July 29, 1985. SECOND: 3chh Burke, VOTE: Unanimous. American Development - Site Plan - Doug Uiston, engineer for the project submitted the following information which the board requested at their last meeting: - Traffic impact data and landscaping detail. - Scaled down to size with 14,500 s,f.; parking for 7} autos and 14 employee parking spaces. - Improved bank circulation of autos, MOTION: John Burke to take the matter under advisement.
