The Planning Board held a special meeting on M°nday evening, September 23,
1985 at 8:00 p.m. in the Town Office Meeting Room. iThe following members were
present and voting:
Michael P. Roberts, Chairman; John A. James, Jr., Clerk;
Paul A. Hedstrom, Vice Chairman; John J. Burke. Karen Nelson,
Town Planner was also present.

By John J. Burke to approve the minutes of the September 9, 1985
and September 16, 1985 meetings as written.
By John A. James, Jr.
Unanimous.
Approval Not Required Plans (3)
Dale Street, Robert and Patricia Jasinski - Creating 1 new lot.
Forest Street, Robert Olenio - creating 1 frontage exception lot.
Motion: By John A. James, Jr. that the Planning Board endorse the two (2)
Form A plans.
Second: By John J. Burke.
Vote: Unanimous.
Mr. Hedstrom arrived.
Bridges Lane, R. Ciardiello and J. Burke - lot line change.
Motion: By JOhn A. James, Jr. that the Planning Board endorse the Form A plan.
Second: By Paul A. Hedstrom.
Vote: Three in favor (Hedstrom, James, Roberts); John Burke abstained from voting.
Note: No new lots created.
Bond Release
The Pines Subdivision
Motion: By John J. Burke that the Planning Board authorize the following release
of funds:
Public Works - for work on water and sewer construction $146,050.
Highway Department - for rough grade work $100,000.
Total Release - $246,050
Second: By John J. James, Jr.
Vote: Unanimous.
North Andover Business Park
Motion: By John J. Burke that the Planning Board authorize the following release
of funds:
Highway Department - for sub-drainage and binder coat $140,750
Second: By John J. James, Jr.
Vote: Unanimous.
Decisions
Old Center Street Preliminary Subdivision
Motion: By John J. Burke that the Planning Board conditionally approve the
preliminary plan entitled 'Old Center Street', dated September 1985
and revised to and including said date, subject to the conditions
listed in the decision, and any further comments from the Highway
Surveyor.
Second: By John J. James, Jr.
Discussion: Condition No. 16 should have the following words added: (no drainage
connection shall cross the Old Common without the permission of
the Selectmen and approval from the Planning Board and Highway
Surveyor.)
Vote: Three in favor (Hedstrom, Burke, Roberts); one against (James).
Note: The decision is hereby made a part of the minutes.
The meeting adjourned at 9:00 p.m.
