Rosemary Smedile made a MOTION, seconded by Phil DeCologero,, to,move into,executive session for the purpose of a,strategy session,with,respect to collective bargaining with firefighters. Acting Chairman Richard Vail llanicolu�rt declared an, open meeting will huirt the Board 11s bargaining position and that the Board will reconvene in, open session, at the end of executive session. R,olll call vote was taken. Phil DeCologero-yes, Rosemary Smedile-yes, Richard Vaillancourt-yes. Vote approve 3- ., Matter sub*ect to,Collective B,argaii'ninig-FiirefiigIters , Town, Manager; Andrew Maylor, provided a copy of the Memorandum of Agreement to the Board and reviewed the terms of the proposed agreement between the Town, andl the North Andover F'irefighiters, Union., Several general questions were asked by the Selectmen, andl Mr. Maylor and Mr., Santilli provided responses. Rosemary Smedile made a MOTION,, seconded by Phil DeCologero,, that the Board of Selectmen approve the Collective Bargaining Agreement between the Town,and the International Association, of Firefighters,, Local 2035 for the period July 1, 2015 through,June 30, 2018., Vote approved 3-0. Article XVII: Compensation, Section 3-Emergency Medical Technician paragra h with the following language- Replace existing s,eco p "The Union and the Town agree that the bargaining unit will include, at all times, a minimum complement of twenty-four (24) certified Emergency Medical 'Fethnic ins, and that whenever such coniplement of certified Emergency Medical Technicians exceed the minimum of twenty- four(24),then,to the amount of excess number(s),employees can bid off ambulance service with such opportunity being allocated,to employees on the basis of EMT seniority list, A current EMT seniority list wi'll, be, established and remain separate from the department seniority list. A member's EMT seniority shall begin from 'tile date that they are permanently assigned to the ambulance rotafion." 5'. Article XVII: Compensation, Section 3-Emergency Medical Technician In paragraph d),, replace last paragraph with the following lAli guageV "All ernployees entitled to an annual Emergency Medi"cal Technician stipend will receive such stipend pursuant to the following formula: 1) For eligible employees assignect to the ambulance, the listed percentage of'the Fire Fighter current annual maximum salary in effect for the year involved Effective July 1, 2 5 8.00% Effective July 1,2016 8.25% Effective July 1,2017 8.75% 2) For Lieutenant and Fire Fighter EMT's not assignect to the ambulance, the listed percentage of the F're Fi linum s,a 1 I ghter current annual max' lar,y 'n effect for the year involved Effective,July 1, 2015 4.50% Effective July 1, 2016 4.75% Effective July 1,2017 5.25% a i Payment of this stipend shall be made on a semi-annual basis unless there is an end of service (lateral transfer, retirement, or termination)and then it shall be paid upon such end of service." 6. Article XV11,# Compensation, Section 6-Stipends Insert at the end of the first,paragnaph,"Members are allowed to hold no more than one(1)stipend position at any given time.55 The parties agree to add one(1)new sti end position for Small Engine Maintenance. Thi's stipend 1P position only shall not enjoy the benefits of overtime as is common with other stipend positions.
