last year which was 35.29%, through the first quarter, this is due to the large

What is a Community Choice
Aggregation ?
• A CCA is an optional buying group organized by a municipality or group of
municipalito"t"as benefit electric customers.
• A CCA would enter into an electricity supply contract for all customers
who remain on default. service within a given municipality.
• Customers are automatically enrolled, unless they opt-out
14
• Customers can participate in long-term fixed rates and greener power
supply options.
Benefits of C ommunity Choice Aggregation
• Choice — No longer "stuck" with utility default rates
• Control — Municipality sets its own energy goals, e.g., long-term
fixed rates or a higher mix of renewable energy
• Stability — Municipality cc--in seek long-term ratest,.,. avoid gas
market volatility
• No Tax Dollars Used — No adds to staff or burden on local
budgets, e.g., program administration outsourced to Consultant

Subject: Addition of name to WW 11 Monurnent in Patriots Parr,
The Patriotic Observance Committee requests, permission from the Board of Selectmen to add
the name Francis X. Bodenrader to the Worlds War 11 Monument in Patriots Park, across from
the library. The name will be a bronze casting, matching the current names as closely as
possible, and be placed at the end of the current list of 993 names under the last name,YOUNG
ROBERT K.The plate with the new name, will be placed on the existing large bronze plate
covering one side of the granite structure.
A star will be added next to the name,as Lt. Bloidenrader "Died in Service."
Atwood Memorial Co. has offered to make, the casting at no charge to the town. The
installation cost would be performed by a different company and we have an estimate of$125
to $150 to attach the name to the manumient.'The American Legion has agreed to cover this
cost.
The Friends of Patriots Park have approved the adding of the name to the monument.
The Committee is adding the name at the request of Lt. Bodenrader's daughter, Donna
DiStefano, and other family members.
Our research shows that Francis Boidenrader is listed on Andover's World War 11 Monument.
According to Andover's VSO,this is because Bodeinrader apparently spent most of his younger
years growing up inthat town. However, further research shows that at the time Francis
Bodenrader enlisted inthe U.S. Army Air Force on June 9, 1943, he was a resident of North
Andover. His wife was living at 281 Sutton Street and was pregnant with Donna when Lt.
Bodenrader's B-24 Bomber was lost at sea somewhere between California and Hawaii.
Several attachments provide additional information.
The Patriotic Observance Committee hopes the Board of Selectmen will view this update of the
monument favorably.

As you know, the 2008 or Ambulance has been out of service for over one year as a
result of a, to engine. We have explored any avenues to repair this vehicle including a new
engine or a used one froma wreck. It 'is my opinion that the new engine is far too costly
especially given the fact that this model/type engine will only fail again. I have exp I lored getting
a replacement engine from a wreck through several agencies to not avail. I am respectfully

Re: Opioid Abuse Task Force
Attached is a request from Selectmen Deco o ero asking the Board to fora an Opioid Abuse Task Force,
October 25, 2015
North Andover Board of Selectmen
Tracy M.Watson, Chairman
120 Main Street
North Andover, MA 01845
Chairman Watson:
The growth of substance abuse, especially the abuse of opioids, is apparent from reports in our news
media. Opioid abuse and addiction is not a anew jphenomenon, but the rapid increase in addiction and
abuse has placed municipalities on the frontlines, compelling many cities and towns to develop plans to
address this epidemic. Unfortunately, North Andolver has not been untouched by this public health crisis.
While I am motivated to address this issue as,quickly and efficiently as possible, I don't believe our town
can respond until we fully understand the scope and iimpacts of opioid abuse in North Andover. This is why
I am requesting that the Board of Selectmen forrn an Opioid Abuse Task Force.
My goal is for this Task Force to provide a repliort to the Board of Selectmen which will include, but not be
limited to, the growth of opioid addictionin North Andover, the demographics being impacted, the local
social and economic impacts of abuse, servicies available to recovering addicts, and what programs are in
place to educate and prevent further abuse,,, Additionally, I would like this Task Force to review how other
municipalities are responding, and to recommilend strategies on how North Andover can or should respond.
Due to the breadth of information that needs,to, bile colliected, I am asking that this Task Force include the
Chief of Police or his designee, the Fire Chief or his designee, the Director of Youth & Recreation services or
his designee, two members of the School Department appointed by the Superintendent of Schools, a
member of the School Committee, a member olf the Board of Health, and that the Board appoint at least
one parent of a current or former addict. I would be honored to serve as our Board's representative to the
Task Force.
I have spoken to countless residents and met with officials, in Andover, Methuen, and at the State level; and
I have attended public hearings as far away asSalem, MA., All of this has been done to better understand
the responses developed by other municipalities. My hope is that this Opioid Abuse Task Force will not
only better educate our community on addiction in, N!oir,th Andover, but that it will also allow our town to
respond as effectively as possible.
Thank you,
Phil DeCologero
