The Board returned to Open Session at 7:00. Donald Stewart arrived. PLEDGE OF ALLEGIANCE Richard Vaillancourt indicated that Chairman Tracy Watson,was, unialle to, be at the meeting so he will be stepping in as Chair. APPROVAL OF MINUTES: Phil DeCologero made a MOTION, seconded by Rosemary Smedile, to approve the Open Session Minutes of October 19, 2,015, as presented. Vote approved 4- . COMMUNICAT11ONS AND,ANNOUNCEMENTS: FY2016 Financial Status Report-Lyne Savage, F'inanice Director Finance Director, Lyne Savage, gave the Eoardl a Finan ciiall Status Report for the first quarter of F'Y2016. Ms,., Savage indicated collections, are in, line with last year and Stevens Estate is up almost 20%, compared to last year. Ms. Savage also, informed the Board that the Town has received approval from the Federal government for reimbursement of snow removal costs of approximately$250,000. Town, Manager; Andrew Maylor, aniniolunced that the consollidatioln of town and schooll payroll departments will be taking place in January., Commuin,ity Choice Aggregation Program Included in the packets was information, regarding the Community Chiolice Aggregation Program., The Town, Manager explained that the Community Choice Aggregation Program allows the Town to go out to, bid and find an alternative electricity supplier. This requires Town, Meeting approval., The Town, would only proiceed if the bill for suipply costs,was, less than,what National Grid would charge. Residents do not have to participate in the prolgram. There is an opt out option. The Board instructed Mr., Maylor to invite the company in to,explain the program further and answer any questions. Fire Station, Open House The Open House for the new fire station is Saturday, November 7'thi from 9-11 a.m. The fire station, is, located at 795 Chickering Road. Relocation, of Town Hall The Town Manager explained that the next step in, the Facility Master Plan is the reconstruction of Town Hlalll and the fire station space so all town, offices,will be in one place. General coinitractor bids are due back on December 8th., In order to,shorten the construction time from 13, months to, 9 months,and reduce costs; all offices, except Assessors, and Veterans Services, are moving out of town hall to, Osgood Drl ,olard of Selectmen M" mutes November 4,, 2515 2 Landing, adjacent to the Community Development offices., Offices ww 111 most likely be moving out in December and conistruction w 111 begin, in, January. Rosemary Smiedile aniniounced wreaths are for sale again for$65.00. Wreaths are pl1aced on,the poles allonig Main, Street and around the Common,., CONSENT 1111`�EIYIS: Accept donation,from Joseph N., Hermann Youth Center, Inc., in the amount of$4,890.00 for Youth, Center scholarships Frank Kenneally, President of the Joseph N. Hermann, Youth, Center, Inc. presented a check in the amoluinit of$4,890.00 to be used for Youth, Center scholarships., Mr. Keninealllly also announced two grants that were awarded by the JNIHIYCI for new programis, at the Youth Center-a new art program and a youth leadership prof ram. Donald Stewart made a MOTIONl seconded by Phil DleCologero, that the Board of Selectmen, accept the donation of the Joseph,N. Hermann Youth Center.. Inc., in,the amount of$4890.00 to be used towards Youth Center scholarshiIP s. Vote approved 4-l0. Ratification, of Collective Bargaining Agreement between the Town of North Andover and International Association, of Firefighters, Local 2035 for period Juilly 1, 2015, through,June 3l0, 2018 Phil DeCologero made a MOTIONl seconded by Rosemary Sr edile,l as it was previously voted in Executive Session,l that the Board of Selectmen approve the Collective Bargaining Agreement between the Town and the International Association,of Firefighters, Local 2035 for the period July 1, 2015-June 3,0,, 2018., Vote approved 3-0-1. Donald Stewart abstained as he did not attend Executive Session. The Board was,also asked to accept the donation, for the casting of the name which is being done at no cost by Atwood Memorial and the installation,which is being paid for by the American Legion., Donald Stewart made a MOTION, seconded by Rosemary Smedile, that the Board of Selectmen, approve the request of the Patriotic Observance Committee to add the name of Francis X. Bonra�der to the World War H Monument in,Patriots Park and to accept the donation of Atwood Memorial Company for the cost of the casting and the donation,of the American Legion for the cost of the installation. Vote on process for appointment of Police Chief and Fire Chief The Board decided to table this item until the November 16) 2015 meeting., Formation of 01pioid Abuse Task Force Selectmen DeCollogero is, requesting the Board form an 01pioid Abuse Task Force. Mr. DeCologero suggested members, included representatives,from the Police Department, F'ire Department, Board of Health and School Department. The task force would gather information, colllect data and report back to the Board so the town can decide the next steps, in addressing the issue. Libby Strauss of Millpond; spoke to the Board about her experience with heroin, add1iction. Her daughter passed away from a heroin, overdose at the age of 21. She requested there be an educational aspect to rn, D,o�ard of Selectmen M" inutes November 4,, 2015 4 the task force to educate the high school students and parents. She also requested to be on the task force. Debbie S,avoia of 22 Howard Street, suggested that North Andover join the Merrimack Valley Substance Abuse Program. She agreed with Ms. Strauss that education is important and suggested we start the education at the middle school level). The Town Manager indicated he is meeting with officials from Methiuien to gaiin insight on what they are doing and discuss the appropriate response to yield the best resu�lt. The task force should provide a list of resources,the town, already has and indicate where the gaps,are. The Town Manager stated that this is a borderless issue and communication,with neighboring communities is, important. Dr. Frank MlcMillan from the Board of Health spoke in, su�ppo�rt of the initiative and is willlling to hiellp., Rosemary Smedile made a MOTION,, seconded by Phil DeColoro,, that the Board of Selectmen, form an Opioid Abuse Task Force with memr bIP ershi as identified in Selectmen DeCologero's letter dated October 241, 2015 and three other residents to be determined. COMMUNICATIONS AND ANNOUNCEMENTS: Recognition-Officer Michael Gilligan Police Chief Paul Gallagher introduced Officer Michael Gilligan who was recognized by the Board for his actions on June 6, 2015, when he swam into,the Merrimack River to rescue a woman who was in distress. Chairman Tracy Watson presented Officer Gilligan with a Certificate of Commendation. Election Update-Joyce Bradshaw Town Clerk, Joyce Bradshaw, reviewed the information distributed to the Board regarding the upcoming election and Town Meeting. To Manager Andrew Maylor, explained that the Town is in the process of getting responses to the Request for Proplosals,for temporary office space while construction is being done at Town Hall. Lake Cochichewick shore clean up Included in thepacket was a flyer from the DPW about the Lake Cochichewick shore clean up scheduled for November T 2015 from 8am to 1 pm. This,event isin conjunction with "Merrimack Gives Back", a community service initiative of Merrimack College. This is one of four projects students from Merrimack will be doing in town. Fiscal 2017 Bud ge,t,Pol icy Statement In accordance with the Town Cha rter,'Chaptier 9-2-3, on or before the first day of November of each year, the Board of Selectmen, after consulting with the Town Manager, shall issue a policy statement relating to the budget for the ensuing fiscal year. The statement shall establish the outer limits of possible budget growth for the town." The Town Manager lexpla�iined that the Budget Policy Statement creates the framework for developing the capital plan and budget, The policy statement outlines the goals of the Board of Selectmen as it relates to major initiatives,andl ties the goals into budget estimates. Mr. Maylor indicated he expects the budget to increase between 3.51%and 3.7%. General Fund Revenue* e All budget amounts are based on the 2015 Annual Town Meefing. e Property Tax Revenue: collections, are at 24.3%, year to date which is right 'in line with this, same period last year which was,24.2%. e Motor Vehicle Excise Taxes: collections for the first quarter are running at 14.7% which is up 8,% or $148,503 from this same time last year. The majority of Motor Vehicle Excise taxes are billed in the month of February with the collection occurring in the months of March and April., 0 Meals Tax: collections are running at 28.5% slightly up from this same time last year which was 28.3%. e Payment in Lieu of Taxes: typically received 'in the month of March from the Housing Authority. • Ambulance Services: collecti,ons, are at 24.9% year to date compared to lasty ear when collections were 24.4% of budget. The new ambulance rates will take effect in the 2nd Quarter of FYI . • Inspections Fees (Bldg. /Plum., /Elec.) collections are at 96.45% which is up from last year which was 35.29%, through the first quarter, this is due to the large building project at Berry Street which generated inspections, fees of $464,848. Backing this receipt out of' the YTD collections, the collections are at 34.79% which is more in line with this, same time last year. * Interest Income: collections, are tracking at 23.5% which is 3.9% or $7,176 below last year at this time. * When Motor Vehicle Excise Tax 'is, factored out of Local Receipts revenues are tracking at 31.48% of budget. Although some revenues are still not reflecting any collections at this time in the fiscal year, this is normal, some revenues are collected at specific times within the fiscal year and are not typically collected on a monthly basis. At this point in the fiscal year all revenues are tracking on target and I expect we Will meet budget. Expeitses: All departmental budgets are running at approximately 32.5% of target at this point in the fiscal year which is right on track. There are no areas of concern, at this time. As more information becomes available I will update you as needed. .Enterprise Funds,6 Water/Sewer: Water revenues collections are at 29.9% of budget with expenditures runnina at 26.5% of budget. Sewer revenues collected are at 32.6%, of budget with expenditures running at 56.1% of budget. used on normal operations this is not unusual for this time in the fiscal year. Stevens Estate: Stevens Estate collections, are at 56.2% up 19.4% compared to this same time last year with the expenditures running at 37.5%, up 7% for this same period last year. Bodenrader to the Worlds War 11 Monument in Patriots Park, across from the library. The name will be a bronze casting, matching the current names as closely as possible, and be placed at the end of the current list of 993 names under the last name,YOUNG ROBERT K.The plate with the new name,will be placed on the existing large bronze plate covering one side of the granite structure. A star will be added next to the name,as Lt. Bloidenrader "Died in Service." Atwood Memorial Co. has offered to make,the casting at no charge to the town. The installation cost would be performed by a different company and we have an estimate of$125 to $150 to attach the name to the manumient.'The American Legion has agreed to cover this cost. The Friends of Patriots Park have approved the adding of the name to the monument. The Committee is adding the name at the request of Lt. Bodenrader's daughter, Donna DiStefano, and other family members. Our research shows that Francis Boidenrader is listed on Andover's World War 11 Monument. According to Andover's VSO,this is because Bodeinrader apparently spent most of his younger years growing up inthat town. However,further research shows that at the time Francis Bodenrader enlisted inthe U.S. Army Air Force on June 9, 1943, he was a resident of North Andover. His wife was living at 281 Sutton Street and was pregnant with Donna when Lt. Bodenrader's B-24 Bomber was lost at sea somewhere between California and Hawaii. Opioid abuse and addiction is not a anew jphenomenon, but the rapid increase in addiction and abuse has placed municipalities on the frontlines, compelling many cities and towns to develop plans to address this epidemic. Unfortunately, North Andolver has not been untouched by this public health crisis. While I am motivated to address this issue a�s,quickly and efficiently as possible, I don't believe our town can respond until we fully understand the scope and iimpacts of opioid abuse in North Andover. This is why I am requesting that the Board of Selectmen for�rn an Opioid Abuse Task Force. My goal is for this Task Force to provide a repliort to the Board of Selectmen which will include, but not be limited to, the growth of opioid addictionin North Andover, the demographics being impacted, the local social and economic impacts of abuse, servicies available to recovering addicts, and what programs are in place to educate and prevent further abuse,,, Additionally, I would like this Task Force to review how other municipalities are responding, and to recommilend strategies on how North Andover can or should respond. Due to the breadth of information that needs,to, bile colliected, I am asking that this Task Force include the Chief of Police or his designee, the Fire Chief or his designee, the Director of Youth & Recreation services or his designee, two members of the School Department appointed by the Superintendent of Schools, a member of the School Committee, a member olf the Board of Health,and that the Board appoint at least one parent of a current or former addict. I would be honored to serve as our Board's representative to the Task Force. I have spoken to countless residents and met with officials, in Andover, Methuen, and at the State level; and I have attended public hearings as far away asSalem, MA., All of this has been done to better understand the responses developed by other municipalities.
